서울-평양 스마트시티와 DMZ 국제평화지대 구상의 실현 가능성 모색

국문 초록

남북관계를 둘러싼 글로벌 환경은 급변하고 있다. 국제정치적 상황은 물론이고 4차 산업혁명과 같은 기술의 혁신으로 인해 남북협력 방식의 전환이 필요한 상황이다. 북한도 최근 첨단 과학기술을 활용한 경제성장에 의지를 보여주고 있어서, 적절한 협력 모델을 제시할 수 있다면 한반도에서도 남북한 시너지를 통한 북한의 도약성장을 추진해 볼 수 있는 여건이 조성될 수 있다. 4차 산업혁명을 공간적으로 실현하는 스마트시티 건설은 남북한이 협력할 수 있는 유망한 분야이다. 북한은 토지 수용 및 보상 문제가 없어 정책을 일사불란하게 집행할 수 있으며, 사업성을 최우선시하지 않은 이상적인 도시 모델을 구현해 볼 수 있다. 또한 새로운 시스템 적용 시에도 이해관계자나 기득권의 반대가 없다. 남한의 기술 경쟁력과 북한의 상황을 적절히 활용한다면 세계 어느 국가도 갖지 못한 스마트시티 테스트베드를 육성할 수 있다. 한반도의 지리적 특성상 주요 거점을 광역경제권으로 묶어서 개발하는 방향이 적절하다고 판단되며, 그 중에서도 서울과 평양을 잇는 경의선 축이 남북협력의 핵심으로 성장하게 될 것이다. 특히 접경지역은 그 시험대가 될 수 있는 공간으로서, DMZ 국제평화도시와 생태공원을 만들고, 개성에 미래 산업을 육성하며, 서울-평양 고속교통망 구축을 통한 2032 남북 공동올림픽 유치 추진을 제안한다.

영문 초록

The global environment surrounding inter-Korean relations is changing rapidly. In addition to the international political situation, technological innovations such as the Fourth Industrial Revolution require a change in inter-Korean cooperation. North Korea has also shown its commitment to economic growth using advanced science and technology, and if it is possible to suggest an appropriate cooperation model, North Korea s leap forward can be promoted through synergy between the two Koreas. The smart city construction applying the 4th Industrial Revolution is a promising field for the two Koreas to cooperate. North Korea can implement policies in the land acceptance and compensation process, and can implement an ideal city model that does not put business priority first. In addition, there is no opposition from stakeholders or vested interests when applying the new system. Properly utilizing South Korea s technological competitiveness and North Korea s situation can foster smart city testbeds that no country has ever had. Due to the geographical characteristics of the Korean peninsula, it is appropriate to develop the key hubs in the broader economic zones. Among them, the Gyeongui Line connecting Seoul and Pyongyang will grow as the core of inter- Korean cooperation. In particular, the border region between the two Koreas is a space to be tested. It is proposed to create international peace cities and ecological parks in the DMZ, foster future industries in Kaesong, and promote the 2032 Olympic Games by establishing Seoul-Pyongyang high-speed transportation network.
