국문 초록

2018년은 대화 국면으로 전환된 남북관계와 한반도 정세로 인해 남북경협 재개에 대한 기대감이 커졌던 한 해이다. 이후 문재인 대통령은 올해 3.1절 100주년 기념사에서 ‘신한반도 체제’를 제안하면서 평화협력공동체와 경제협력공동체 간의 선순환구조를 통해 성장, 발전해 나가는 이른바 ‘평화경제론’을 밝힌 바 있지만 미국과 유엔의 대북제재로 인해 남북교류는 현실화되지 못했고 답보상태에 있는 것이 사실이다. 남북경협에 대한 남한의 여론이 여전히 대북 퍼주기라는 비난을 하고 있는 상황이고, 사실상 제자리 걸음을 하고 있는 북미협상 과정으로 인해 북핵의 위협에서 벗어나지 못한 것 또한 현실인 지금에서 남북한 화폐통합에 관한 연구가 가지는 현실성에 대해 의문을 가지는 것은 당연하다. 하지만 한반도 신경제지도 구상에서 지향하는 것은 ‘남북 단일 시장’이다. 그렇다면 그 단일 시장에서 유통될 통화에 대한 진지한 고민이 있어야 한다. 미시적 관점에서는 달러와 같은 외국통화로 대금 결제를 하면서 부담해야 하는 환전수수료 등 기타 거래 비용을 축소하고, 거시적 관점에서는 통일을 대비한 남북한 금융통합까지 고려한다면 단일 시장에 유통될 단일 통화에 대한 연구가 필요하다. 다만, 북한의 후진적 금융환경과 실패한 화폐개혁으로 인해 사실상 명목화폐로 전락한 북한 원화를 고려한다면 중장기적으로는 남북한 내 단일 통화 유통을 고려하되, 그 충격을 완화하기 위한 방안으로 단기적으로는 금강산 관광사업과 개성공단 임금지급 등과 관련해서 남북한 화폐교환 비율이 반영된 중간결제수단을 한시적으로 이용하는 방안을 고려해 볼 수 있을 것이다.

영문 초록

2018 was a year in which expectations of resuming inter-Korean economic cooperation increased due to changing inter-Korean relations and situation on the Korean Peninsula. Since then, President Moon Jae-in proposed the ‘New Korean Peninsula System’ this year in commemoration of section 3.1’s 100th year anniversary, hoping to foster growth through a virtuous cycle of increased peaceful community cooperation and economic cooperation. Despite the development of so called ‘peace economics’, it is true that inter-Korean exchanges have not been realized and are at a stalemate due to US and UN sanctions on North Korea. South Korean opinion on inter-Korean economic cooperation, which continues to predominantly believe that this would be an economic windfall for North Korea, and the failure of resolving the North Korean nuclear threat during the North Korean-American negotiations have put into question the viability of an inter-Korean currency integration. The goal of the Korean Peninsula’s new economic plan is the establishment of a single Korean market. As a result, there should be a serious consideration about what currency should be used in such a single market. From a micro perspective, the new single currency would reduce transactions costs, such as currency exchange fees, incurred while making payments in foreign currencies, such as the US dollar. From a macro perspective, there needs to be further research on how such a single currency would operate in the single market, while also considering the financial integration between the North and the South as they prepare for unification. Taking into consideration the North Korean Won, which has become a fiat currency due to North Korea’s backward financial environment and failed currency form, and its medium to long term implication on the application of a single currency, it might be possible to alleviate the shock of integration by referring to past cases such as the Kumgang Mountain tourism business and wage structure used in the Kaesong Industrial Complex, which reflected the exchange rate between South and North Korean currencies, as a starting point for an interim payment method.
