국문 초록

해외투자를 고려하는 기업은 이윤극대화와 위험최소화를 동시에 고려해야 한다. 지역적 특성, 투자유치 국가의 무역정책, 기업 내부화 전략 등이 이윤극대화를 위한 고려사항들이다. 반면에 투자유치 국가의 체제적 속성, 그 국가와의 외교관계, 제3자의 개입가능성 등이 위험최소화를 위한 고려 사항들이다. 따라서 대북한 해외투자를 고려하는 한국의 기업들은 이러한 다양한 문제들에 대한 선행 고려가 필요하다. 왜냐하면 이들과 관련된 다양한 형태의 분쟁이 발생할 수 있기 때문이다. 2002년에 추진되었던 대북한 이동통신 투자 사업은 실패로 귀착되었다. 다양한 형태의 분쟁이 발생하였기 때문이다. 남북한 간의 인식차이, 제3자의 개입, 남남간 갈등, 국제 레짐의 규제 등에 인하여 다양한 분쟁이 발생하였고, 이에 의하여 투자사업 계획은 실패로 귀착되었다. 이러한 사례를 교훈으로 앞으로의 대북 투자 사업은 이 글에서 지적한 다양한 형태의 분쟁 유형에 대한 사전 고려를 통하여, 이윤을 극대화하고 위험을 최소화 하는 방향으로 이루어져야 할 것이다.

영문 초록

Foreign investors must consider both profit maximization and risk minimization simultaneously. Locational advantages, trade policies of the host country and interna-tionalization strategy are major considerations in pursuing profit maximization. Meanwhile, the political and economic regime type of the host country, general diplomatic relationships with the host country and the possibility of the 3rd party intervention are major considerations in pursuing risk minimization. Because these considerations can result in diverse types of conflicts in foreign investment activities, Korean investors must know what types of disputes are possible in investments in North Korea. The mobile telecommunication investment plan pursued by Korean firms in 2002 proved to be a failure. Many types of disputes led to the failure. Major disputes occurred between South Korea and North Korea, between South Korea and the United States, and between peoples in South Korea. Also, constraints of international export control regimes were major obstacles to the proposed investments. Based upon this case and lessons from it, Korean investors must consider profit maximization and risk minimization more seriously in the future.
