국문 초록

탈냉전 및 세계화와 함께 많은 학자들은 21세기의 질서를 위한 새로운 국제관계의 형성을 기대했다. 그러나 그런 기대와는 달리 최근까지 글로벌 테러와 초국가적 범죄의 급부상은 새로운 국제무질서현상을 가속화하고 있다. 샐리의 지적처럼 21세기의 국제적 화두는 초국가적 조직범죄가 될지 모른다. 초국가적 조직범죄는 국내안보는 물론 21세기 국제관계의 새로운 질서구축에 위협을 제공하면서 국제안보에도 영향을 줄 것이다. 특히 동북아지역은 세계에서 유일하게 3대 초국가적 조직범죄가 존재하는 지역이다. 이런 맥락에서 이 연구는 동북아 지역의 초국가적 범죄조직에 의한 활동양상을 분석하고, 통합적 시각에서 국가통제전략을 수립하는 것이다. 이를 통해 이 연구는 장래 더 좋은 연구를 위한 이론적 토대를 구축하는 것이다.

영문 초록

With post-Cold War and globalization, lots of scholars hoped for the formational of new international relations for order of the 21st century. Up to recently, however, such hope may be burst like a bubble because of the phenomena of new world disorder, triggered by the rapid rise of global terror and transnational crime(TC). As Louis Shelly points out, the international topic for the 21st century could be TC. TC has effect on domestic security as well as international security offering threats in construction for the purpose of new order of international relations in the 21st century. Specifically, the three world-class criminal organizations such as Japanese Yakuza, Chinese Triads, Russian Mafia exist in the Northeast Asia. In this context, the key objective of this study is to analyze the activities of TC in the Northeast area and establish a new national control strategies against it in the integrated perspective. Thus this study will build a theoretical base for much better studies in the near future.
