국문 초록

본 연구는 지금까지 미국 대외정책에서의 의제설정이 최고지도자인 대통령의 이념적 정향과 당파적 가치 지향에 따라 다르게 설정되어왔을 것이라는 가정 하에, 카터 대통령 이후 최근 30년 동안 미 대통령의 대외정책 의제설정의 경향을 정확하게 추적해 내고 그 실질적 의미를 파악하고자 하였다. 대통령의 이념 성향이 의제설정의 양태에 가질 영향에 초점을 맞추어 연두교서에 나타나는 개별 대통령들의 대외정책에서의 의제설정 양태를 분석하여 그 방향성을 도출하고자 하였다. 연구결과에 의하면, 공화당 대통령들은 국제주의를 견지하며 강경한 입장에서 미국적 가치인 ‘자유’와 ‘민주주의’를 일관되게 강조하고 추구하여 온 것으로 나타났다. 그리고 이러한 미국의 대외적 역할은 미국이 떠맡아야하는 ‘책임’이며 ‘소명’인 것으로 인식하였으며, 미국의 안보라는 절대적 이익에 반하는 적대적 국가를 ‘악’으로까지 지칭하고 이에 대해 반드시 승리할 것을 천명한 것으로 나타났다. 민주당 출신의 대통령들은 공화당 출신의 대통령들에 비해 이러한 유형의 의제설정은 비교적 약한 수준에서 이루어졌지만, 전체적인 기조에서는 민주당 출신의 대통령들도 국제주의적 성향을 짙게 드러내는 것으로 나타났다. 결국 향후 민주당 출신의 대통령이 등장하더라도, 그 수준은 약화될지 모르지만 전체적인 대외정책의 방향성에서는 커다란 변화가 없을 것이라고 분석되었다.

영문 초록

This study aims at tracing the agenda-setting pattern of American foreign policy for thirty years since President Carter, and finding out its intrinsic meaning under the assumption that the contents of presidential agenda-setting is remarkably influenced by individual presidents’ ideological commitment and partisan value pursuit. According to the analysis, Republican presidents tend to consistently emphasize the American values of ‘freedom’ and ‘democracy’ on the basis of firm internationalism. They perceived the role of US in the global arena as a ‘historical responsibility’ and sacred ‘calling.’ They designated the nations which threatened the American security as ‘evils’ and they would win victories over these enemies against America by all means. Though the levels of Democratic presidents’ agenda-setting on these issues are quite weak, their keynote of American foreign policy as a concrete internationalism has been firmly maintained even during the Democratic presidential era. Therefore, even under a Democratic president administration, there would be no substantial change at the direction of American foreign policy.
