동아시아 다자안보협력의 전망

국문 초록

안보협력의 의미의 내용과 범위가 확대되어 감에 따라서 안보 영역에서의 협력적 거버넌스에 대한 관심도 증가하고 있다. 안보의 의미도 경제위기, 인권위반, 테러, 환경이슈, 해상안전, 자연재난 등 비전통적인 위협에 대한 의미를 포괄하는 것으로 확대되어 가고 있다. 그동안 동아시아에서 협력적 거버넌스에 대한 논의가 심화되어 왔는데, 특히 지난 수십 년 간 이 지역에서의 다양한 안보 위협이 증가함에 따라 동북아에서는 이러한 경향이 더욱 두드러지고 있다. 이러한 점에서 유럽의 유럽안보협력기구의 예는 동아시아에서 협력적 거버넌스에 대한 좋은 사례가 될 수 있을 것이다. 향후 다자안보협력체제 또는 신뢰구축기제의 건설을 위한 노력은 이슈 영역의 측면에서나 지리적 범주에 있어서 보다 더 포괄적일 필요가 있다. 비록 다자 간 안보협력체제의 구축이 신뢰성과 투명성을 고양시키기 위한 양자 간의 노력으로부터 시작되기는 하지만, 이 과정은 지역 내의 보다 많은 행위자들을 참여시키는 가운데에 진행될 필요가 있다. 특히 이러한 협력체제의 구축과정에서 중립적 행위자들의 존재는 대립적인 당사자들 간의 갈등을 조정함으로써 신뢰구축을 촉진하는 효과를 가져올 수 있을 것이다. 이러한 과정에서 다루어지는 이슈들 또한 포괄적이어야만 참여 국가들 사이의 다양한 이슈들을 연계할 수 있도록 함으로써 이러한 협상을 더 수월하게 할 수 있을 것이다.

영문 초록

The interest in cooperative governance in security area is growing because the concept of security has extended in its content and range. The meaning of security is getting comprehensive including non-traditional threats such as economic crisis, human rights violations, terrors, environmental issues, maritime security, natural disaster, etc. The discussions on cooperative governance are heating up in East Asia, especially in Northeast Asia because this region has faced various security challenges for several decades. European case of multilateral security cooperation, especially OSCE (CSCE), provides a role model of cooperative governance in East Asia. The future efforts to build multilateral security cooperation system or CBMs should be comprehensive in its issue area and inclusive in its geographic range. Even though the multilateral cooperation system begins through bilateral efforts to build trusts and transparency, it should include more players around this region. The existence of neutral parties would precipitate the CBM process by mediating conflicting parties. The issues dealt with in the process should also be comprehensive, so that the negotiations can be facilitated by linking many different issues among the participating countries.
