국문 초록

2008년 美 쇠고기 수입협상과 2011년 한미 FTA 협상은 한국의 타국과의 수많은 FTA 협상 중에서 일반 시민들이 온라인 공간을 통해 협상 관련 정보를 공유하고 논쟁하며 장외집회 참여와 같이 집단적 수준에서 여론이 표출된 유일한 사례이다. 이 연구는 2008년과 2011년 한미 무역협상 사례를 통해 외교정책에 대한 시민의 관심과 정치적 관여에 영향을 끼칠 수 있는 요인을 탐색한다. 첫째, 시민의 정보분별과 감정적 반응에 영향을 주는 인지적 프레임은 시민의 기본권리와 연결된 협상의 정치적 정당성에 문제를 제기하면서 협상에 대한 특정 시각과 담론이 전체 이슈를 지배했다. 둘째, 인터넷과 소셜미디어는 여론을 표출하고 집결시키는 수단으로서 효과적인 커뮤니케이션 플랫폼으로 작동했으며 시민들이 느낀 공분과 협상에 관한 주요 정보를 빠르게 사회 전체로 확산시켰다. 셋째, 협상타결과 국내비준의 정책시점은 정부정책에 영향을 끼치려는 시민들의 집단행동이 특정 시기에 집중적으로 발생하게 하는 데드라인으로서 작동했다. 즉 이러한 조건에서 시민들의 무역협상에 대한 관심은 일정 시점에서 장외집회와 같은 직접적인 정치적 관여행위로 이어졌다.

영문 초록

This study explores what draws public attention to foreign policy issues and triggers the public’s policy debates and their collective civic action. The South Korean government’s trade negotiation with the US is such a case that a series of bilateral negotiations over the U.S. beef imports and the Korea-US FTA had been subjected to the public’s heated criticism that directly challenged the government’s policy preference. This study examines what caused the issue of Korea-US trade negotiation to be a subject of such enthusiastic public attention and active political participation. While highlighting the impact of changing communication environment on the public’s foreign policy attitudes, this study finds that both negotiations had caused the truth game between the government and civil society in which public suspicion and distrust had invigorated the public’s online debate questioning the government’s political legitimacy with regards to the negotiation outcomes. Especially several cognitive frames in such discourses affected the way that the public perceived and evaluated the issue in a particular way. Also, because some terms and clauses in both negotiations were seen as violating the fundamental values and citizen rights that people generally regard as vital, the Korean public’s anger became a strong mobilizing force for their participating at nation-wide demonstrations while a timing of policy decision and implementation had also deadline effects of further facilitating the public’s collective civic action.
