한반도 평화체제의 비관적 전망

국문 초록

평화체제란 평화에 관한 권리나 규칙의 집합을 나타낸다. 한반도 평화체제는 평화의 제도화에 의해서 보장받을 수 있기 때문에 평화의 제도화를 위해서는 평화협정이 전제되어져야 한다. 평화협정이란 문서에 의한 교전 당사자 간의 합의를 뜻한다. 평화협정은 내전 혹은 국제전에서 분쟁을 종결하고 평화의 길로 나아가는 필요조건의 역할이다. 이처럼 평화협정은 전쟁의 종결을 넘어 평화의 과정 속에서 분쟁을 최소화해가는 정치적인 협상이다. 한반도의 평화체제를 위한 평화협정을 체결하기 위해서는 풀어야 할 난제들이 겹겹이 쌓여 있다. 지금 한반도는 북한의 핵위기(핵·미사일)와 강대국들의 이익이 충돌하고 있는 힘의 각축장이 되었다. 때문에 한반도 평화체제는 남과 북 어느 한쪽의 노력으로 이루어질 수 없다. 한반도 평화체제는 분단체제의 극복과 동북아의 평화에 잇닿아 있기 때문이다. 따라서 본 논문은 “한반도 평화체제, 과연 실현 가능한가?”라는 질문에서 시작한다. 한반도의 평화체제는 다음의 요인들로 인해 비관적으로 전망할 수밖에 없다. 첫째, 핵개발(대륙간탄도미사일)에 대한 확고한 의지를 가진 북한의 김정은이 존재하는 이상 더 이상 북핵은 협상의 대상이 될 수 없다. 둘째, 북한이 여전히 중국의 전략자산으로 활용되고 있는 상황에서 어떠한 대북제재도 성과를 내기 어렵다는 점이다. 셋째, 미·중 간 갈등과 대립이 한반도를 중심으로 충돌하고 있는 지금 한반도의 평화체제는 남과 북이 논의할 수 있는 선택지가 아니라는 점이다. 한반도의 분단체제가 김정은 정권의 생존과 맞닿아 있고, 북한의 지정학적 위치가 강대국 간의 이익충돌을 양상하고 있기에 요원한 과제로 남아 있다. 북한은 핵무기 보유와 미사일 발사를 통해서 핵보유국으로서의 지위 인정과 더불어 체제의 안정을 보장받고 싶어 하고 있다. 결론적으로 북한의 핵포기 가능성이 전무해 보이는 이 시점에서 국제사회와 주변국의 공조가 어느 때 보다 더욱 절실하게 요구되고 있다.

영문 초록

A peace regime represents a set of rights or rules of peace. Since the peace regime on the Korean Peninsula can be guaranteed by the institutionalization of peace, a peace treaty must be established for the institutionalization of peace. A peace treaty means an agreement between the parties involved in the document. A peace treaty is the role of a necessary condition to conclude disputes in the civil war or international war and to move toward peace. Such a peace agreement is a political negotiation that goes beyond the end of the war and minimizes disputes in the process of peace. To conclude a peace treaty for a peace regime on the Korean Peninsula, there are layers of difficulties to solve. The Korean peninsula has become the center of power in which the North Korean nuclear crisis (nuclear and missile) and the interests of the great powers are in conflict. Therefore, the peace regime on the Korean peninsula can not be accomplished by the efforts of either South or North Korea. The peace regime on the Korean peninsula is due to the overcoming of the division system and peace in Northeast Asia. Therefore, this paper begins with the question “Is the peace system on the Korean peninsula possible”. The peace regime on the Korean Peninsula is pessimistic because of the following factors. First, since there is Kim Jung Eun of North Korea with a firm commitment to nuclear development (intercontinental ballistic missile), the North Korean nuclear issue can no longer be subject to negotiations. Second, North Korea is still being used as a strategic asset in China, and it is difficult for any North Korean sanctions to achieve results. Third, the peace regime on the Korean peninsula, where US-China conflict and confrontation are centering on the Korean peninsula, is not an option that the South and the North can discuss. The division of the Korean Peninsula is linked to the survival of the Kim Jung Eun regime, and the geopolitical position of North Korea remains a challenge because it faces a conflict of interests between the great powers. North Korea wants to be assured of its stability as well as its status as a nuclear weapon state through the possession of nuclear weapons and the launch of missiles. In conclusion, the international community and the neighboring countries are more urgently required to cooperate with each other at this time, when the possibility of North Korea’s abandonment of nuclear weapons is unlikely.
