보이스피싱 범죄추세와 수사 대응체제의 발전방향

국문 초록

이 연구의 목적은 최근 발생 건수 급증과 함께 그 범죄 양상이 더욱 국제화·조직화·지능화되고 있는 보이스피싱 발생 추세를 점검해보고, 이의 효과적인 대응에 요청되는 경찰의 수사체제(인력, 조직) 발전방향을 모색한 데 있다. 적정 업무량 추정을 토대로 경찰 전체(P)의 보이스피싱 수사팀 적정 인력을경찰서 수준에서 산출해 보면, 우선 기본소요인력(Lp)은 최근 6년 동안(2013~2018) 연 평균 사건수(Np) 22,969.83건, 경찰서 사건 1건당 평균 사건처리소요시간 = 268.62시간을 적용할 때 3,103.7명으로 산출된다. 또한 교육·연가 등 업무손실이 고려된 표준소요인력(SLp)은 3,170.6명, 초과근무가 고려된 확장소요인력(ELp)은 2,221.0명으로 산출된다. 본 연구의 결과로부터 다음과 같은 정책적 시사점을 찾아볼 수 있다. 첫째, 절대적으로 부족한 보이스피싱 수사 인력의 확충이 필요하다. 최근까지 증가 추세를 보여온 보이스피싱은 2016~2019년 동안에만 발생 건수가 17,040건에서37,667건으로 2.2배 이상 늘어나고 피해금액은 1,468억원에서 2019년 6,398억원으로 4.4배 급증세를 보였지만, 이에 대응한 경찰의 수사 인력은 매우 부족한 실정이다. 보이스피싱 수사가 핵심 피의자에 대한 적극적인 추적수사와 상선검거등을 통해 범죄차단의 실질적 효과를 가져오기 위해서는 전담 수사 인력의 연차적 증원이 요청된다. 둘째, 보이스피싱 전담부서의 정식 직제화가 필요하다. 보이스피싱은 보다 높은 범죄수익을 찾아 그 범죄 양상이 더욱 조직화, 국제화되고 있다. 따라서 보이스피싱 사건의 근절을 위해서는 해외에 거점을 둔 총책·콜센터 등에 대한 국외 추적수사, 외국 현지 경찰과의 공조, 유관기관·업계와의 정보협력 강화 등이 적극 이루어져야 하며 이러한 조직형 사건 수사를 전담할 보이스피싱 수사팀의 별도 직제화가 요청된다.

영문 초록

The aim of this study is to grope for the development direction of investigation response system(workforce and organization) against voice phishing, which has been recently internationalized, organized and intelligent with the spike in the number of voice phishing crimes. The optimal basic workforce of voice phishing investigation team in the police station(Lp, basic workforce model) is estimated to be 3,103.7 policemen who is required to handle all the formal cases, which is derived from annual average number of cases(Np, 2013-2018), average handling time a case. It has turned out that Np is annual average 22,969.83 cases, is 268.62 hours. But considering the work loss, the optimal standard workforce is estimated to be 3,170.6 policemen(SLp, standard workforce model), which is derived from adjusted average work-time(Lyc, 1,946.08 hours). Furthermore, the extended workforce is estimated to be 2,221.0 policemen(ELp, extended workforce model), which is derived from adjusted average work-time(ELyc, 2,778.08 hours). As a result of the study, we could fine out some policy implications as follows. First, in order to achieve the practical effect of crime response through active follow-up to key suspects there is an urgent need for annual increase in the number of voice phishing investigators. Second, it is necessary to formalize voice phishing investigation department. Overseas tracking investigations, cooperation with foreign local police, strengthening information cooperation with related organizations should be actively carried out, and so a separate formalization of voice phishing investigation team dedicated to investigating such organized cases is seriously required.
