112종합상황실 근무 경찰관의 스트레스 요인과 실무적 개선방안 연구

국문 초록

본 연구는 긴급전화인 112신고를 담당하는 112경찰관들의 스트레스를 측정하고경찰관들에게 스트레스를 많이 주는 원천을 탐색하는 한편, 이러한 스트레스가발생하는 원인을 분석하고 개선방안을 모색하였다. 연구결과, 112경찰관들은 신고자의 욕설, 신고자의 위치파악의 어려움과 독촉재신, 시민들의 부정적인 인식과언론의 부정적인 보도, 너무 많은 112신고와 경찰과 관련 없는 신고들, 장비와 시스템의 불안정성 등 운영적 측면으로 인해 스트레스가 높았으며, 야간근무시 휴게시간 부족과 정량적인 실적관리로 인한 부담, 징계에 대한 우려와 조직차원의지원부족 등 일부 조직적 측면도 112경찰관들에게 스트레스를 주는 것으로 분석되었다. 이러한 스트레스를 감소시키기 위한 개선방안으로는 경찰조직이 비교적단기에 조치할 수 있는 조직관리 측면에서 근무시간 감축과 휴식시간 증가를 위한 최소한의 인력 충원, 정량적 성과로부터 정성적 성과관리로의 개선, 112경찰관에 대한 비판대응 훈련 및 심리지원 프로그램 강화를 제안하였고, 중장기적인 시스템과 제도 차원의 개선방안으로 신고내용 및 위치추적의 정확성 제고를 위한CCTV영상전송 시스템, 드론을 통한 실시간 지휘체계, 정밀 위치추적시스템 등 차세대 112신고시스템 구축이 필요하다. 이와 더불어 112신고제도가 긴급전화 본연의 취지대로 운영되지 못하고 있기 때문에 112경찰관은 긴급신고 위주로 취급하고 비긴급신고에 대해서는 경찰관의 부담을 과감하게 줄일 수 있도록 내부적인시스템과 규정을 정비할 필요가 있다는 점을 제안하고 연구의 한계를 논의하였다.

영문 초록

This study measured the stress of 112 police officers in charge of 112 emergency calls and explored the sources of stress to police officers, while analyzing the causes of these stresses and seeking improvement measures. As a result of the study, 112 police officers were under high stress due to operational aspects including abusive language of the reporter, difficulty in identifying the reporter s location, negative perceptions of citizens, negative reports from the media, too many 112 reports, eports not related to the police, and instability of equipment and systems. Some organizational aspects, such as lack of rest during the night shift, the burden from quantitative performance management, concerns about discipline, and lack of support at the organizational level, also put stress on 112 police officers. The improvement measures to reduce such stress were proposed in terms of organizational management that the police organization can take in a relatively short period of time, such as minimum manpower supplement to reduce working hours and increase rest time, improvement from quantitative performance management to qualitative performance management, and strengthening critical response training and psychological support programs for 112 police officers. Regarding a mid-term and long-term system and institutional improvement plan, it is necessary to establish a next-generation 112 reporting system including CCTV video transmission system, real-time command system through drones, a precise location tracking system for improving accuracy of reporting details and location tracking. In addition, since the 112 reporting system is not operating according to the original purpose, 112 police officers need to deal with emergency calls, and internal systems and regulations need to be readjusted to drastically reduce the burden of police officers on non-emergency calls, and the limitations of the research were also discussed
