저출산 시대 대응을 위한 초·중등교육 관련 이슈와 정책 방향 탐색

국문 초록

2030년경에나 시작될 것으로 예상되었던 절대 인구 감소가 2019년 11월부터 시작되어 계속 이어지고 있다. 이러한 상황에 대응하기 위해 국가차원에서는 지속적으로 저출산 기본계획안을 만들어 시행했었고 교육 분야에서도 관련 정책을 만들어 시행해 왔으나 저출산 사태가 지속되고 있다. 저출산 상황이 심각하지만 그동안 교육 분야에서는 이에 대한 연구가 별로 이뤄지지 않았다. 이 논문은 향후 보다 체계적이고 포괄적인 정책이 수립·집행될 수 있도록 하기 위해 저출산 관련 교육정책 이슈 구조를 제시하였다. 아울러 체제공학과 복잡계 모형을 제시하고, 이 모형에 근거하여 기존 정책들이 효과를 보지 못하는 이유를 분석하고, 나아가 새로운 정책 설계 접근 전략과 절차를 제시하였다. 연구 결과 저출산 관련 교육 이슈를 발굴하기 위해서는 저출산 즉, 미래 학생 수 감소에만 초점을 맞추기보다는 한 발 더 나아가 저출산 현상이 인구변화, 학생 특성 변화, 교육여건 변화, 사회 경제 문화에 미칠 영향 등을 함께 고려하여야 하는 것으로 나타났다. 체제공학과 복잡계 관점에 따르면 저출산 관련 교육정책이 성공하기 위해서는 관련 체제 변화도 함께 추진되어야 한다. 정책을 설계할 때 최종 정책의 모습만 중요한 것이 아니라 참여자, 결정과정, 그리고 문화적 특성 등을 감안하는 것이 중요한 것으로 나타났다.

영문 초록

Absolute population decline in Korea, which was expected to begin around 2030, are expected to begin in 2019. In order to cope with such a situation, the national level basic plans for low fertility have continuously been developed and implemented. The low birthrate is serious, but little research has been done on education regarding this issue. This paper presents a ‘low-birth education policy issue structure’ for more systematic research. In addition, the paper proposed a system engineering and complex system model, analyzed the reasons why existing policies were ineffective based on this model, and suggested new policy design approach procedures and strategies. As a result of this research, the issue of low fertility is not only focused on low fertility, that is, reducing the number of students in the future, but also the effects of low fertility on population changes, student characteristics, educational conditions, and socio-economic culture. From the perspective of system engineering and the complex systems within, the change of the related systems must be promoted in order for the low birthrate-related elementary education policy to succeed. When designing a policy, it is important not only to look at the final policy, but also to consider the participants, the decision process, and the cultural characteristics surrounding the issue.
