공공기관 사회적 가치 평가지표의 변화와 영향 분석

국문 초록

2018년도와 2019년 공기업과 준정부기관의 경영평가에서 일자리 창출, 균등한 기회와 사회통합, 안전 및 환경, 상생협력 및 지역발전, 윤리경영의 사회적 가치 구현의 평가지표를 도입하였다. 2개 년도의 사회적 가치 구현의 평가지표 득점값과 경영성과와의 영향을 분석하였다. 통계분석의 결과를 보면 2018년도 공기업의 사회적 가치 구현의 평가지표가 총점, 업무효율, 국민소통, 주요사업 성과에 대한 영향만을 보면 안전 및 환경의 비계량지표와 일자리 창출의 계량지표 득점 정도만 국민소통과 주요사업 성과에 통계적으로 약한 유의성이 있는 것으로 나타나고 있다. 2018년도와 2019년도 준정부기관 경영평가의 사회적 가치 구현 평가지표들이 총점이나 주요사업 성과에 통계적으로 유의한 영향을 주는 것으로 나타나고 있다. 다만 2019년도에 준정부기관의 사회적 가치 구현 평가지표 중에서 상생·협력 및 지역발전의 비계량지표의 득점값이 고객만족도에 통계적으로 유의한 영향을 주는 것으로 나타났다. 공공기관의 사회적 가치 구현 비계량평가 내용분석을 보면 사회적 가치 구현을 위한 전략이나 경영목표에 대한 연계는 대부분 공공기관에서 구축되어 있으나 기관의 업무특성에 부합하는 차별화된 실행과 성과창출은 일부 미흡한 것으로 나타나고 있다. 향후 공공기관의 설립목적 실현이나 공공성과 공익성에 부합하게 사회적 가치 구현이 주요사업 성과제고와 연계하는 것이 대단히 중요해 보인다.

영문 초록

In the management evaluation of public corporations and quasi-governmental organizations in 2018 and 2019, the evaluation indexes of job creation, equal opportunity and social integration, safety and environment, win-win cooperation and regional development, and social value realization of ethical management were introduced. The impact of the score value of the evaluation index of realization of social value in the two years and management performance was analyzed. According to the results of statistical analysis, only the impact on the total score, work efficiency, public communication, and performance of major business in the evaluation index of the realization of social value of public enterprises in 2018 is the only measure of the score of non-quantitative indicators for safety and environment and job creation. It has been shown that there is statistically weak significance in the performance of major projects. It is shown that the social value realization evaluation indexes of the management evaluation of the quasi-governmental organizations in 2018 and 2019 have a statistically significant effect on the total score and the performance of major projects. However, among the evaluation indicators for implementing social values of quasi-governmental organizations in 2019, the score values of non-quantitative indicators for win-win/cooperation and regional development were found to have a statistically significant effect on customer satisfaction. The analysis of the non-quantitative evaluation of social value realization of public institutions shows that most of the associations with strategies and management goals for realization of social values are made by the institutions, but some of the differentiated implementations and performances that meet the characteristics of the institution s work are insufficient. It seems very important that the realization of the purpose of establishment of the institution in the future and the realization of social values in accordance with the publicity and public interest are linked with the improvement of the performance of major projects.
