국내 장애인 고용정책 연구의 동향과 함의

국문 초록

본 연구는 장애인 고용정책에 대한 논문을 통해 지난 30년간의 고용정책의 문제점과 제시된 개선방안을 체계적으로 검토하고, 장애인 고용정책이 30년간 어떻게 변화하고 있는지에 대해 살펴보았다. 체계적 문헌 고찰을 통해 우리나라 장애인 고용 정책의 주된 문제점은 국가의 역할이 미비하며, 국가는 장애인 고용 정책에서 의무고용률의 설정이나, 부담금을 부과하는 등 규제자의 역할만 수행하고 있으며, 기업에 지나치게 의존하고 있다는 것이다. 또한 「장애인고용촉진 및 직업재활법」과 「장애인차별금지 및 권리구제 등에 관한 법률」 등의 고용 법제가 장애인 당사자들을 위한 실질적인 보호장치가 되지 못하고 있음도 계속 제기되었다. 다음으로 장애인 고용정책의 주된 제언은 개인-기업-국가의 역할을 모두 강조하고 있다. 무엇보다 국가는 노동시장에 대한 적극적 개입을 통해 장애인 고용의 자리를 확보해야 할 책임을 가지고 거시 경제 상황과 미래 산업 변화에 대한 전망을 통해 경제적 성과와 사회적 가치를 동시에 창출할 수 있는 포용과 혁신에 기반한 장애인 고용정책 방안을 마련해야 하는데 힘을 기울여야 할 것이다. 또한, 기업이 해야 할 의무 중 하나는 사회적 공헌이다. 이를 실천하기 위해 기업은 국가에서 제시하고 있는 정책에 대해 적극적으로 참여하도록 노력을 해야 할 것이다. 이와 더불어 장애인 개인도 적극적으로 사회에 기여할 수 있도록 노력해야 할 것이다. 장애인이기 때문에 보호를 받아야 한다는 생각보다는 인간으로서 누려야 할 권리와 의무를 지키겠다는 움직임이 있어야 할 것이다. 향후 연구에서는 장애인 고용의 세 주체가 어떻게 상호 협력하여 생산과 포용을 동시에 구현할 수 있는 장애인 고용정책이 되도록 할 것인지를 연구할 필요가 있다.

영문 초록

This study systematically reviewed the papers of the last 30 years on the employment policy for the disabled, what are the problems of the employment policy for the disabled and what has been suggested as a way to improve it, and whether the proposed problems and improvement plans are changing according to the period of the employment policy for the disabled. The main problem of Korea s employment policy for the disabled through systematic literature review is that the role of the state is insufficient, and the state only plays a role as a regulator in the employment policy for the disabled, such as setting the mandatory employment rate for the disabled and imposing a levy and employment of the disabled is too dependent on the company. In addition, it was also raised that employment legislation such as the 「Employment Promotion and Vocational Rehabilitation Act for the Disabled」 and 「Act on the Prohibition of Discrimination against Persons with Disabilities and Relief of Rights, etc.」 have not provided a practical protective scheme for the disabled. Next, it was confirmed that the research on employment policy for the disabled for the past 30 years emphasized the roles of individuals, companies, and the state in the proposal of employment policy for the disabled. Above all, a state responsible for securing a position for employment of persons with disabilities through active intervention in the labor market is committed to inclusion and innovation that can simultaneously create economic performance and social value through the macroeconomic situation and prospects for future industrial changes. On the other hand, companies are required to actively participate in the employment policy for the disabled from the perspective of social contribution, which is a corporate duty, and the disabled are required to fulfill the rights and obligations that individuals have as human beings rather than thinking that people with disabilities must receive protection because they are also disabled. Future research on the employment policy for the disabled needs to be focused on cooperation and role sharing among the three actors in hiring the disabled, plans to expand the category of disability as a target for employment service policies for the disabled, and development of professional disability criteria as a rational criterion for selecting employment service targets by type.
