복지재정 지출의 경제적 파급효과

국문 초록

본 연구의 목적은 복지재정 지출이 갖는 경제적 파급효과를 확인하는 것이다. 구체적으로, 정부의 보건·복지예산 지출의 생산유발효과, 소득창출효과, 고용창출효과를 살펴보았다. 연구 수행을위해 2016년 세입세출예산사업별 설명서를 이용하였고 산업연관분석을 통해 결과를 도출하였다. 연구 결과, 2016년 사회복지·보건 예산(122조 2,726억 원)에 따라 280조 682억 원의 생산유발효과가 있는 것으로 나타났고, 117조 7,392억 원의 부가가치창출효과가 있는 것을 확인하였다. 또한동일 예산의 인건비 지출에 따라 총 232만 2,302명의 고용이 창출되는 것으로 나타났다. 정부의사회복지·보건 예산의 생산유발계수는 2.291로 우리나라 6부문(농림수산품, 광산품, 공산품, 전력·가스·수도, 건설, 서비스)의 평균 생산유발계수 1.893보다 높았고, 부가가치유발계수 역시 0.93 으로 6부문 평균 0.676보다 높았다. 이와 같은 결과는 사회복지·보건 예산이 타 분야에 비해 경제적파급효과가 크며, 복지재정 지출의 확대가 경제에 선순환적인 영향을 미칠 수 있음을 의미한다.

영문 초록

The purpose of this study was to examine the economic impact of social welfare expenditure. Specifically, this study analyzed how the governmental health and welfare budget effect production inducement, income creation, and employment creation. For this study, the 2016 revenue and expenditure budget manual by programs was utilized and input-output analysis was used. The results showed that the 2016 health and welfare budget (122.2726 trillion won) affected production inducement (280.682 trillion won) and value-added creation (117.7392 trillion won). Also, the expenditure of labor cost in the budget could have an employment effect of 2,322,302 people. The production inducement and value-added coefficients were each 2.291 and 0.93points for the health and welfare budget. They were higher than each average points (1.893 and 0.676) of the production inducement and value-added inducement coefficients of 6 sectors (agricultural·forestry·marine products, mining products, industrial products, power·gas·water supply, construction, and services). These results imply that the health and welfare budget might have more economic effects than other sectors and social expenditure would contribute to a virtuous circle of welfare and economy.
