아동수당 도입은 가구의 소비지출을 변화시켰는가?

국문 초록

본 연구는 아동수당제도가 아동가구의 소비지출에 미친 효과를 분석하였다. 소득은 삶의 수준을대리하는 변수인데 반해, 소비는 삶을 직접적으로 반영하는 지표이기 때문에 아동가구의 소비지출을 통해 복지효용을 분석하였다. 2018-2019년 가계금융복지조사 자료를 활용하였으며, 가구주연령이 25-45세인 아동가구(3,196가구)를 대상으로 이중차이회귀분석(Difference-in-difference) 과 표면상무관회귀분석(seemingly unrelated regression)을 결합하여 분석하였다. 분석결과는 다음과 같다. 먼저 아동수당은 가구의 지출빈곤 및 엥겔지수에는 통계적으로 유의한 변화를 가져오지않았으나, 엔젤지수(교육비 지출 비중)는 유의미하게 증가시켰다. 또한, 저소득층을 중심으로 교육비 지출 비중이 통계적으로 유의미하게 증가하였으며, 이는 아동수당 도입이 소득계층별 교육비지출 격차/부담을 감소시킬 수 있음을 시사한다. 이를 통해 아동수당은 교육비 지출을 통해 아동에게직접적으로 투자되었다는 사실이 확인되었으며, 아동 발달에 긍정적 영향을 미칠 것으로 예상된다. 본 연구는 아동수당이 가구 지출에 미친 효과를 분석한 실증 연구라는 데 그 의의가 있다.

영문 초록

In 2019, the South Korean Government introduced a universal Child Benefit Program targeting families with children under 6 years old. While many have focused on its implications on the income changes, less is studied on its impacts on the spending patterns, which represent behavioral changes of the targeted population. Hence this study explores the effects of the Child Benefit Program in South Korea on household expenditure allocation of families of which household head’s age was between 25 and 45. For the empirical examination of the efficacy of the program, we utilize the Household Financial Welfare Survey in 2018 and 2019. From an array of empirical analyses of Difference in Difference (DID) and Seemingly Unrelated Regression (SUR), we find that the program implementation is statistically significantly associated with the increases in Angel index and the education expenditure, but not with the changes in poverty status or Engel index. Also, the increase in the education expenditure is salient in lower-income families. The positive relationship between the program and the educational expenditure infers that the program has had a positive impact on child development. In particular, the varying impacts on the spending patterns over income groups implies that the benefit would alleviate the disparity of educational spending across income groups. The present study contributes to the literature as it adds evidences of the effect of Child Benefit Program on the households’ education expenditure in Korea.
