청일전쟁기 일본 육군의 조선 내 군용 전신선 가설

국문 초록

조선 내 일본의 군용 전신선 가설 강행 과정은 일본이 조선 문제를 해결하는데 외교적 방법으로는 한계에 직면했고, 이를 전쟁을 통해 해결하고자 했던 사례였다. 청일전쟁 직전 조선과 주변의 전신선은 조선과 청, 일본의 이권은 서로 복잡하게 얽혀 있었다. 일본은 외교적인 방법으로 조선을 자국의 전신망에 편입시키지 못했지만, 청일전쟁을 계기로 공병대를 파견하여 직접 군용 전신선을 가설하는 것으로 이를 해결하고자 했다. 일본은 기존 조선 정부의 전신선까지 군용 전신선으로 전용하여 실질적으로 조선의 모든 전신선을 일본이 독점하려고 하였다. 그러나 기존 조약이 도리어 일본의 조선 내 전신선 독점을 제한하는 원인이 되어 일본 육군은 군용전신선 관리를 체신성으로 이관할 수 밖에 없었다. 일본이 군용 전신선 관리를 육군에서 체신성으로 이관한 것은 당시 조선을 둘러싼 청과 일본의 대립에 서구열강이 개입했던 동아시아 국제상황을 보여주는 것이기도 하다.

영문 초록

The process of forcing Japan to use the military telegraph line in the Korea, it was an example of trying to solve it through war, when Japan faced the limitations of diplomatic methods in solving the Korea problem. Before the Sino-Japanese War, the telegraph lines of Korea and its surrounding areas were intricately intertwined with the interests of Korea, China and Japan. Japan had not been able to incorporate Korea into the national telegraph network in a diplomatic way. On the opportunity of Sino-Japanese War, Japan tried to solve this problem by dispatching engineers and constructing directly military telegraph lines. Japan has incorporated the former line of the Korean government into her military telegraph lines and tried to monopolize virtually all the telegraph lines of Korea. However, As a result of the existing treaty restricting the monopoly of telegraphy in Japan, the Japanese Army had no choice but to transfer the military telegraph line management to the Ministry of Communications of Japan. The transfer of military telegraph line control from the Japanese Army to the Ministry of Communications of Japan was also an indication of the international situation in East Asia where the Western powers intervened in the confrontation between China and Japan over the Korea.
