통일비용조성의 인지도가 통일세 도입에 미치는 영향

국문 초록

통일세 문제는 통일비용을 조성하는 방안 중에서 조세의 형식을 선택하여 통일재원을 마련하는 것을 의미한다. 독일은 막대한 통일비용조성을 위하여 각종의 재정적인 노력과 연대부가세의 신설, 부가가치세 의무화 등의 조세정책을 실시하였다. 독일은 소득세와 법인세에 부과징수하는 연대부가세 외에 부가가치세 징수를 병행하였다. 우리나라가 통일비용을 조성하는 이유는 남북통일이 이루어질 때 궁핍한 북한을 끌어안음으로써 동서독의 통일 때와 같이 통일 후 혼란을 줄여보자는데 있다. 통일비용의 추정은 가정에 따라 다양한 결과가 나올 수 있다. 한국은 독일의 경험을 고찰하고 독일이 경험한 실수를 되풀이하지 않음으로써 현명한 정책선택을 해야할 것이다. 본 연구는 통일세 도입의 방법 및 이에 대한 제한사항을 검토하고 통일 및 통일비용 조성의 인지도가 통일세의 도입에 미치는 영향을 분석하여 통일세 도입의 방법 및 시기를 제안하는 것을 연구목적으로 하였다. 본 연구의 분석결과는 다음과 같다. 첫째, 조사대상자의 특성 중 성별에 따라 통일 및 통일비용인지도에 차이가 있는지를 분석한 결과 대학생의 경우에는 차이가 있는 것으로 나타났으나, 일반인의 경우에는 차이가 없는 것으로 나타났다. 둘째, 통일 및 통일비용인지도에 따라 도입방법 및 도입시기에 차이가 있는지를 분석한 결과 도입방법과 도입시기 모두에서 통계적으로 유의한 차이가 있는 것으로 나타났다. 셋째, 조사대상자의 특성과 통일 및 통일비용 인지도가 도입방법 및 도입시기에 어떠한 영향을 미치는지를 살펴본 결과 조사대상자의 특성 중 대학생(남)을 제외하고는 통계적으로 유의하게 영향을 미치는 것으로 나타났으며, 통일 및 통일비용 인지도의 경우 도입방법 및 도입시기에 모두 영향을 주는 것으로 나타났다.

영문 초록

The Unification is the most important task of our generation these days in korean peninsula. The south korea need a huge financial resources to do make a unified korea. The huge financial resources are made by the various politic or systematic means including the unification tax. Therefore, south korean government should take the financial measures for the unification as soon as possible. The unification cost is important because it has been a big issue between the politicians, but most people do not usually want to pay the unification tax. We should study the methods of raising the unification resources, especially unification tax by the various ways. Unification tax is to make a financial resources for unification among the various funding methods. Germany enforced a various kinds of financial policy and added value tax to raise a vast unification cost. The reason is that our country raise the unification cost to cutback the turmoil after reunification such as east west Germany by embracing the extreme poor north Korea when we will accomplish the reunification. South Korea should look into the experience of Germany and choose the wise policy not to reiterate the mistakes that Germany has experienced. The purpose of this research is to suggest the methods and the time to introduce the of unification tax through the analysis of effects to the introduction of unification tax of the recognition on unification tax including the consideration of the introduction methods on Unification tax and limitations. The result of this research is as follows. ①The recognition of unification cost is different by the characteristics and gender of college students, but is not different from others. ②The introduction method and the time of unification tax have significant difference by the recognition of unification cost. ③The characteristics of the participants on this survey and the recognition of the unification cost affect to significantly methods and the time of the introduction except male college students. And the recognition of unification cost affects to the introduction methods and time of Unification tax.
