국문 초록

본 연구는 2013년부터 2014년까지 발간된 해외 연구논문 주요 해외 연구논문을 분석하고 평가할 목적으로 작성되었다. 연구결과는 국제정치의 주된 주류인 현실주의와 자유주의 사이에 이분법적으로 나타나는 현상을 보였다. 전자의 경우 해양안보 불안과 무질서 현상을 인정하면서 이를 극복하기 위해 양자/다자 간 해양 신뢰구축 (maritime confidence-building measures) 또는 해양위기관리체계 (maritime crisis management system) 구축에 비중을 두었으며, 후자의 경우 해양에서의 공동의 원칙과 기준을 지향하는 해양 레짐과 거버런스 구축에 치중하였다. 아울러 현실적 동아시아 해양문제를 다루면서, 동시 이상주의적 해결 방안을 제시하는 양상도 보였다. 궁극적으로 본 연구가 시시각각으로 진화하는 동아시아 해양안보에 대한 균형적 시각 형성에 기여하길 기대하며, 동아시아 해양안보 문제를 국가 해양주권 차원 보다 지역안보 차원 또는 글로벌 차원 에서의 포괄적 현안으로 볼 수 있기는 계기가 되기를 기대한다.

영문 초록

This paper aims at the purpose of assessing issue-based selected major articles and manuscripts published in the journals and seminar and conference of overeas with regard to East Asian maritime security. There are two trends of this research study: realism and idealism. The former includes the necessity of implementing of bilateral or multilateral maritime confidence-building measures and maritime crisis management systems to reduce regional maritime disorder and instability. The latter focuses on the establishment of maritime regime or governance in accordance with international law and legal principles. Although a request for these two trends for regional maritime peace and good order is expected, some demonstrates adopting of two treds as primarily realistic approach but with idealistic solution, taking a step closer to comprehensive view on regional issues. It is suffice to say that this study may lead the readers identify regional maritime cooperation in focusing on not only national interests, but also common goals of regional martime peace and prosperity.
