국문 초록

EU의 동북아 정책은 EU 외교안보정책에 영향을 미치는 세 가지 구조적 요인, 즉 EU 외교안보정책결정과정의 제도적 특수성, EU의 외교정책적 정체성, 국제정치적 역학 관계(특히 EU-미국 관계)에 좌우되는 바가 크다. 이에 따라 EU는 동북아 3국과 각각 전략적 동반자 관계를 맺고 있음에도 불구하고 EU와 동북아 국가 간의 관계는 첫째, 의사결정 과정의 비효율성과 정책의 모순성으로 인한 마찰, 둘째, 대외정책의 이중성에 따른 혼란과 반발, 셋째, 미국의 존재로 인한 유럽 역할의 제한성 등으로 인해 국가별로 상이한 양상을 보이고 있다. EU는 우리나라와는 국제 규범과 보편적 가치를 공유하는 ‘동질적 동반자’로서의 관계를 발전시켜가고 있지만, 중국과는 ‘불신과 불만이 내재된 불가피한 교류 확대’를 경험하고 있는 불편한 관계이며 일본과는 ‘침체된 우호적 관계’를 유지하는데 그치고 있다. 이를 감안할 때 우리나라는 지속적으로 EU와의 우호적 관계의 확대 발전을 통해 복잡한 동북아의 역학관계를 풀어나감에 있어 EU의 외교적 역량을 최대한 활용하는 방안을 강구하되 주요 회원국들과의 쌍무적 관계의 증진 또한 게을리 않아야 할 것으로 보인다.

영문 초록

EU’s Northeast Asian policy is largely shaped by three structural factors: the peculiarities and cumbersomeness of the EU decision-making mechanism; the foreign policy identity of EU; and distribution of power between EU and the US. As a result, Whereas the three Northeast Asian countries—Korea, China, Japan—are all strategic partners of European Union, the EU’s Northeast Asian policy suffers from, first, the attrition caused by inefficiency of policy-making process and contradiction among different policies, second, the confusion and complaints over the duplicity of foreign policy, and third, the constraints imposed upon EU’s foreign policy capability by the predominance of American influence in the region. While Korea is developing a very friendly relationship with EU as ‘like-minded partners’ sharing international norms and universal values, EU-China relationship is an uncomfortable one where distrust and dissatisfaction often lurk behind the scenes of explosive increases in bilateral contacts, and EU-Japan relationship is favorable but at the stalemate with no signs of breakthrough in sight. For Korea, it is advised to further the close relationship with the EU which, in spite of its limitations, can be a valuable political asset in coping with challenges posed by increasingly complicated dynamics in the relationship among the Northeast Asian powers, and at the same time to allot a due amount of diplomatic endeavor to improve the relationship with key member states of the EU without losing the sight of importance of their influence in the international affairs.
