영문 초록

This paper presents an eclectic approach to U.S. foreign economic policy change with a focus on the Kennedy Round of the multilateral trade negotiations (1964-1967). The sixth GATT round provides an interesting case in which systemic constraints and social purpose combined to lead the United States to make subtle but important changes to the postwar embedded liberalism compromise. Relative decline of U.S. hegemony and the deepening of the Cold War constrained American policymakers to push for a more aggressive form of trade expansion. Given America’s much lower trade dependence, however, the hegemon’s pursuit of the multilateral trade negotiations can be better explained when taking more seriously the divergence of social purpose between the United States and other major industrial nations.
