해양 거버넌스의 재구축을 향한 일본의 국내 연구동향 분석

국문 초록

본 연구는 일본의 해양 거버넌스에 대한 연구동향을 정리한 것이다. 분석 대상은 2013년 1월부터 2014년 6월까지 출간된 일본어 문헌들로 해양법·정책·안보·자원 및 환경 분야 등에 초점을 맞추고 있다. 비록 해양 거버넌스를 주제로 다루는 분석 대상이 상대적으로 희소하기 때문에 이를 판단하는 기준에 대한 객관성이 문제로 지적될 수 있다. 따라서 본 연구는 최근 일본의 해양 거버넌스를 국제, 국가, 지방 차원으로 나누어 쟁점-이슈의 경향을 파악하는 분석을 취하고 있다. 연구동향은 유엔해양법협약(UNCLOS), 동아시아 해양환경관리협력기구(PEMSEA), 생물다양성협약(CBD), 후쿠시마(福島) 원전 사고, 해양자원의 개발과 이용 추진, 해양환경의 보호, 연안의 종합관리 실시, 육지로부터 떨어진 도서의 효율적인 관리 및 보호, 분쟁 도서 연구 등과 같은 쟁점을 중점적으로 다루고 있다. 이러한 연구동향은 다차원적 접근성의 중시, 영해 민족주의의 확산, 해양연구단체의 역할을 강조한 일본이 지향하는 해양 거버넌스의 특징으로 설명할 수 있다.

영문 초록

This paper is to review research trend regarding Japan s ocean governance. The object of analysis is Japanese literatures published the period of January 2013 and June 2014 and focusing on law of the sea, security policy, resources and environmental sector. As it is relatively rare to deal with topics of the ocean governance in the object of analysis, it is like to raise questions objectivity of the criteria for determining. Therefore, this research is taking analysis Japan s ocean governance to identify trend of the issues international, national and local level. Research trends are dealing with the issues such as United Nations Convention on the Law of the Sea(UNCLOS), Partnerships in Environmental Management for the Seas of East Asia(PEMSEA), Convention on Biological Diversity(CBD), Fukushima nuclear accident, promoting development and use of marine resources, protection of marine environment, comprehensive implementation of coastal management, effective management and protection of island far away from land, dispute island research. Such research trends can be explained by the characteristics like importance of interdisciplinary approach, spread of territorial nationalism, emphasize the roles of maritime research organization that Japan aims to the ocean governance.
