국문 초록

지난 70여 년간 국제정치학 연구의 한 핵심 분야는 국가 권력에 관한 것이었다. 주요 국제정치에 관한 주요 시각들인 현실주의, 자유주의와 구성주의는 국가 권력을 구성하는 요소와 국가 권력이 행해지는 방식에 대하여 서로 다른 주장을 하고 있다. 또한 국제정치이론 분야에서 세력균형이론, 세력전이론, 패권안정이론, 복합적 상호의존론, 국제협상이론 등 많은 이론들 역시 국가 권력의 변화와 그에 따른 체제적 특성의 변화, 국가 권력의 작동 방식 등에 대하여 서로 다른 의견을 내놓고 있다. 그리고 국가 권력을 유형화하고 분류하려는 시도들도 다양하게 전개되었다. 국가가 보유하고 있는 자원, 국가 권력이 행해지는 상대 국가, 그리고 결과에 따른 분류가 대표적이다. 이러한 이론적 논의를 바탕으로, 국가 권력을 객관적으로 측정하려는 시도들도 많았다. 국가가 보유하고 있는 군사력, 경제력과 비 물질적 자원들을 국가 권력 구성 요소들로 채택하고, 다양한 방법을 통하여 비교적으로 통시적으로 국가 권력을 측정하려는 노력들이 있었다. 이러한 다양한 이론적 논의들과 경험적 분석들에 비하여, 한국에서 국가 권력에 대한 논의와 경험적 분석은 매우 드물다. 따라서 이 글은 국가 권력 관련 국내외 논의들을 정리해보고, 한국의 국가 권력 변화를 기초통계 방법을 통하여 분석해보려는 시도였다.

영문 초록

During the past 70 years, one key subject in the field of international relations has been national power. The major theoretical perspectives in international relations have been realism, liberalism and constructivism. They have provided different explanations and arguments on different components of national power and on how national power is applied in different issue areas. Also, some middle range theories in international relations such as balance of power theory, power transition theory, hegemonic stability theory, complex interdependence theory, and international negotiation theory have explained change in national power and modality of application of national power in specific issue areas in different ways. Finally, there have been diverse theoretical discussions and empirical analyses to categorize national power into different types. Differentiating national power into control over resources, control over actors, and control over outcomes is one representative example of this kind of academic efforts. Based upon these theoretical discussions, there have been diverse efforts to objectively measure national power. Those efforts have been different from each other in adopting different components of national power. Some focus on military resources, while others include both military and economic resources. And there are some empirical analyses which try to include soft power components in their analyses of national power. Despite many types of theoretical discussions and empirical studies on national power in international relations, similar studies in Korea are very rare. Accordingly, this study tries to review existing theories on national power, and to analyze change in Korean national power during the past 60 years through basic statistical methods.
