일본의 전쟁 기억을 둘러싼 역사전(歷史戰)

국문 초록

본 논문은 현재 일본의 역사수정주의가 전후역사학 논쟁과 함께 만주사변부터 태평양전쟁에이르기까지의 전쟁을 어떻게 볼 것인가에 대한 문제를 핵심으로 다룬다. 일본의 역사수정주의논쟁은 전후 지속적으로 이루어져 오다가 소위 1982년 중국, 한국과의 일본 역사교과서 문제를기점으로 정치 운동으로 발전하여 각 국의 네셔널리즘을 강화하는 방식으로 표면화되었다. 1965년 이에나가(家永)교과서 제3차 재판에서 문제가 된 오키나와전의 주민희생에 관한 역사기술로 오키나와 문제가 역사문제의 표면으로 나왔고, 난징대학살의 문제, 일본군 ‘위안부’ 문제로 한국과 일본과의 전선을 만들어 갔다. 특히 헌법개헌을 가장 큰 목표로 세웠던 아베정권은이 역사적 쟁점을 적극적으로 표면에 부상하여, 2014년부터는 ‘역사전’이라는 이름으로 본격적인 갈등구조를 형성하여, 국내외적으로 일본의 네셔널리즘을 강화해갔다. 아베정권과 발 맞추고 있는 일본 역사수정주의자들은 한국과의 역사갈등 문제인 일본군 ‘위안부’ 부정의 핵심논리, 즉 소위 강제연행과 성노예의 표현이 시작된 것은 한국이 아니라, 일본내부의 진보세력이 만들어낸 것으로 정의하고, 아사히신문을 타겟으로 공격하여 일본의 시민사회의 전반적 우경화를 이끌었다. 이와 함께 유네스코 세계유산이라는 국제 무대를 대상으로 소위 ‘메이지 일본의 산업혁명유산군’을 유네스코 세계유산으로 등재하면서, 일본 메이지 시대의 정치적 영광과 경제적 성취를고양시키는 한편, 난징대학살과 일본군 ‘위안부’ 관련 기록물의 유네스코 세계기록유산 등재에관련해서는 유네스코 회원국이자 분담금 1위 국가의 위상으로 일본에 유리하게 규정 개정을이끌어가고 있다. 문제는 이러한 과정에서 일본이 주창하는 것이 ‘역사가 국가 간 정치적 이슈가 되어서는 안되고 인류 보편적 역사인식’이라는 점이라는 것이다. 역사를 정치적으로 이용하고 있는 것은 중국과 한국이고, 이를 막고 있는 것이 일본이라는 것이다. 그러나 이런 주장이 제국을 경험한 유럽국가가 동의하고 있다는 점이다. 본 글에서는 이러한 일본과 아시아, 그리고 국제사회에서 일어나고 있는 일련의 ‘역사전’은그간 전쟁 책임 논리 하에서 식민지의 문제, 식민지 지배의 책임의 문제가 은폐되어 왔기 때문이라고 지적한다.

영문 초록

This study is to analyze the issue of post-war historical view of Japanese historical revisionism, focused on the argument regarding the Manchurian War to the Pacific War. This issue of historical revisionist view has appeared on the stage with the so-called history textbook case in 1982, and eventually became an international diplomatic agenda between Japan and China, and Korea. The actual opening of this argument began with the trial of Iaenaga(家永) Textbook in 1965, and in its third trial, the scope of debate narrowed down to several historical incidents such as, the issue of historical description on the victims of the Okinawa War, the Nanjing Massacre problem with China, and Japanese Military ‘comfort women’ issue with Korea. The Abe administration of Japan actively supported this current in historical debate by making an amendment to Article 9 of the Japanese Constitution as a part of ‘Normal State’ project, and as of 2014, with the movement named ‘history war’, has managed to intensify the conflict in order to strengthen nationalism. Japanese historical revisionists have led the right-handedness of civil society in Japan in general, attracting the Asahi Sinmun as a target of progressive group in Japan regarding the issue of the Japanese Military ‘comfort women’, which has been a historical conflict between Japan and Korea. With successful listing the industrial heritage of Meiji Japan as UNESCO World Heritage, they keep reminding Japanese people of pollical glory and economical accomplishment of Meiji era and, in other hand, regarding the registration of the documents related to Nanjing Massacre and Japanese Military ‘comfort women’ as UNESCO World Record, try to reform the regulation of UNESCO world heritage project in favor of Japan as a member and No I financial contributor to UNESCO. The problem is that Japan advocates “history should not be a political issue between nations, but a universal recognition of human being” and that many European centuries which had experienced empire and once run colonies also agree on this claim. In this study, it is pointed out that the series of ‘history war’ occurring in Japan as well as in Asia have come up to us because, through the revisionists’ arguments, the responsibility of Japan regarding colony and colonial rule has been concealed under the logic of war responsibility.
