정부지원정책의 동태적 혁신효율성이 수출에 미치는 영향 분석

국문 초록

본 연구는 재생에너지산업을 대상으로 정부지원정책의 동태적 혁신효율성이 수출에 미치는 동태적 영향을 실증적으로 분석하였다. 1994년부터 2012년까지 OECD 20개 국가의 패널 데이터를 이용하여 동태패널접근을 시도하였다. 이를 위해 패널프레이워크분석(시계열의 정규성과 시계열 내의 구조변화 및 횡단면 간 상호의존성 검정결과, 패널 단위근 및 패널 공적분 검정)을 통해 동태패널모형을 설정하였으며, 차분GMM 추정계수에 대한 월드검정을 실시하였다. 분석결과 정책의 동태적 혁신효율성과 수출간 장기적 차원의 인과관계가 없는 것으로 나타났다. 또한 본 연구는 정책의 동태적 혁신효율성이 수출에 단기적으로 정(+)의 영향을 미친다는 증거를 확보하였다. 아울러 1인당 실질 GDP와 수출사이에 단기적으로 통계적으로 유의한 정(+)의 양방향적 인과관계가 형성되고 있음을 실증적으로 밝히고 있다. 본 연구의 결과에 기초하여 장·단기적 차원의 정책적 시사점, 재생에너지 정책과 사회경제적, 환경적 측면의 시사점을 제공하였으며, 본 연구의 한계점과 이를 극복하기 위한 향후 연구방향을 제시하였다.

영문 초록

This article employs dynamic panel approach to test the question how dynamic innovative efficiency of policy may affect export. We use panel data for 20 Organization for Economic Cooperation and Development(OECD) countries for the period 1994-2012. Taking into account the results of panel framework analyses (e.g. normality, structural break, cross-sectional dependence, panel unit-root and cointegration tests), the panel vector autoregression (VAR) model in the first difference was used to test the causal relationship among the variables in question. To deal with the simultaneity problem introduced by differences and the existence of heteroskedasticity in the genuine error across countries, panel generalized method of moments (GMM) estimation were conducted, then on the basis of the difference in GMM estimation results, causality was determined by running Walt tests on the coefficients of variables. The results from the study shows that there is no long-run linear casual relationship between dynamic innovative efficiency of policy and export. The results, however, indicates that there is short-run linear causal relationship running from dynamic innovative efficiency of policy to export. Plus, the study reveals that there is shot-run linear bilateral relationship between export and GDP. This study proposes some implications based on the results.
