국문 초록

본 논문은 통일 이후 발생이 예상되는 대량 실업 및 인구 이동에 대한 대응방안을 모색하기 위한 것으로, 이를 위해 가장 적절한 참고 자료가 될 수 있는 독일통일과정에서의 임금정책, 고용 및 노동시장정책에 대한 평가를 바탕으로 통일한국에의 효율적인 인적자원 관리방안올 도출해 보았다. 주요 결론은 다음과 같다. 첫째, 한반도 통일 초기에는 대량실업 방지를 위한 거시적 경제안정화정책을 위주로 하되 중장기적인 고용 및 노동시장정책 등의 미시적·제도적 대책을 아울러 마련하여야 된다, 둘째, 북한지역의 경우 원칙적으로는 근로자의 노동생산성에 상응한 임금정책을 추진하여 기업의 경쟁력을 제고시키는 데 주력하여야 한다. 셋째, 사유화정책 추진시 북한주민에게 기초자산을 부여할 수 있는 이른바 참여경제적 사유화방안을 추진할 경우 남한으로의 대량이주가 억제될 수 있을 것이다. 넷째, 북한노동력의 생산성 상승을 위해 시장경제에 대한 학습과 개인의 창의성 및 자발성을 제고시킬 수 있는 교육 및 훈련을 실시하여야 한다. 다섯째, 노동시장정책은 기업의 생산체계와 관련하여 노동자산이 인적자본으로서 제대로 기능할 수 있도록 제반 여건을 조성해야 한다.

영문 초록

The objective of this paper is to make useful policy proposals for Korea to cope with anticipated mass unemployment and migration problems when unified. To this end, this study tried to find out about major contributing factors of mass unemployment in the unified Germany and its policy mishaps toward the problem. Based on evaluations on the German experience, this study suggests the following. First, in the early stage of unification, macroeconomic stabilization policies will be needed to alleviate mass unemployment problem. Microeconomic and institutional policy measures should be taken at the same time to achieve intermediate or long-term stability. Second, any artificial high-wage policy won t work effectively in solving either mass unemployment or migration in the unified Korea. The marketoriented and productivity-related wage determination principle will be the best policy to enhance productivity of business firms and to keep workers employed. Third, proper privatization policies can contribute to alleviating the anticipated mass migration problem by providing an incentive system as well as basic seed money to the general public. Fourth, the medium to long-term labor market policy should be engaged in such a way to improve labor productivity and to increase employment, by providing effective education and training which enhance individual creativity and adaptability to a market economy system. Fifth, public support programs for human development should be effectively managed to minimize leakage as well as moral hazard.
