국문 초록

북한의 경제개방 모형에 관한 최근의 논의들은 대부분 개방의 방식에 초점을 맞추고 있다. 특히 구소련의 경우에서 처럼 전면적인 경제개방의 가능성보다는, 중국이 성공적으로 수행한 경제특구를 중심으로한 점진적 개방 확대 정책이 북한에 적용될 수 있는지가 논의의 주요 대상이다. 이와는 달리, 본 연구에서는 북한의 경제개방 문제에 있어서 북한이 당면하게 될 자본배분의 형태와 그 영향에 대하여 논의한다. 본 연구는 CGE모형을 이용한 실증분석을 통하여 북한의 자원재배분에 따른 산업구조효과와 총산출효과를 추정하였다. 통계자료의 신뢰도 문제에도 불구하고 본 연구에서 수행된 실증분석은 북한 경제의 자원재배분은 북한의 산업구조와 총산출에 큰 영향을 줄 수 있는 것으로 나타났다. 따라서 북한이 외국자본의 도입을 통해 경제개발을 추진할 경우에는 동구권 국가들의 자본배분 방식의 장단점을 파악하여 북한에 적합한 방식을 모색해야 할 것으로 보인다. 이는 북한에 대한 우리의 지원 비용을 줄이는 길이기도 한다.

영문 초록

Most recent studies on opening of the North Korean economy focus on the method of the opening. Especially, these studies foresees the possibilities of North Korea dictating China s gradual opening tactics, rather than following an obvious failure of radical opening of the former Soviet Union. This paper focuses on the implications of different types of capital allocation in the early stages of economic development in North Korea. The year 1999 s input-output table of North Korea is used to conduct CGE(cornputable general equilibrium) analyses, including structural effect and output effect analyses. Despite moderate level of credibility of the data, the empirical results suggest that capital allocation schemes can play very important role in economic development process in North Korea. This is a crucial point in the sense that proper allocation scheme will minimize the economic assistance from international sources required to bring about North Korea s transition, including from South Korea.
