국문 초록

본 논문은 1928년 大 恐慌期에서 현재의 신 지역주의에 이르는 70년 동안에 전개되어 온 세계무역의 지역화 추세를 역내무역비중, 무역결합도 및 무역 편향도 분석을 통해 관찰하고 있다. 대상기간 전체를 통해서 볼 때 국제무역의 지역화 경향은 1960년대와 1990년대뿐만 아니리 2차 대전 이전부터 전개되어 왔던 현상으로 관찰되고 있다. 그러나 지역화의 원인과 방향은 시대나 지역에 따라 차이가 있고 자유무역질서에 미치는 영향도 달리 나타나고 있다. 유럽의 경우에는 특혜무역협정 여부가 무역의 지역화에 큰 영향을 미쳐왔으나 북미와 아시아의 경우에는 시장내적 동기 혹은 지리적, 문화적 동기에 의한 지역화과정이 관찰되기도 하였다. 1990년대 이후에는 유럽, 북미, 아시아에서 모두 지역화 경향이 강화되고 있을 뿐만 아니라 주로 지역협정에 의해 무역의 지역화가 유도되고 있는 특징을 보이고 있다.

영문 초록

During the past seven decades (1928~1998), Western Europe s intraregional trade share rose from a half to sixty percent, while that of North America (including Mexico) rose from a quarter to forty five percent. The share of intra-regional trade in East Asia rose also from thirty five percent to a half during the last three decades. The strengthening of regional trading arrangements(RTAs) is only one of several possible contributors to these regionalization of world trade. The demise of colonialism, the changing importance of different regions in world trade and other contributors - geographic distance, cultural similarity - to the geographic redistribution of trade ensure that changes in the share of a region s international trade. This means that rise of intra-regional trade does not necessarily indicate a net increase in discriminatory, welfare-reducing trade practices. The regionalization of world trade, following th resurgence of new regionalism in 1990s, has been reinforced not by sub-regional level but by continental level; Europe including East and Central European countries, America including Latin American countries, and East Asia including China, Japan, ASEAN and NIEs. This trend in 1990s sef~ms mainly influenced by the proliferation of RATs as well as the inter-linked bilateral or plurilateral RATs in a continent, with the exception of East Asia that has evolved as a natural trading bloc in spite of the absence of any formal region-wide arrangements.
