국문 초록

이 글은 541년과 544년 두 차례에 걸쳐 사비에서 개최된 국제회의를 ‘사비국제회의’라 명명하고 그 회의의 개최를 둘러싼 한반도 남부 정세의 전말을 검토한 것이다. 그 내용은 다음과 같이정리할 수 있다. 541년 봄, 신라가 탁순국을 공격하여 병합하였다. 이는 ‘안라국제회의’의 결과였던 수년 동안의 안정이 깨진 것을 의미했다. 그러자 백제는 안라를 비롯한 가야제국의 요구를 받아들여 1차‘사비국제회의’를 개최하였다. 다만 이 회의에 신라는 참여하지 않았다. 백제는 개최된 회의에서 탁순의 멸망이 신라의 외침보다는 내부 분열에 그 원인이 있음을들었다. 이는 신라와의 충돌을 피하기 위해 문제에 미온적인 태도를 보인 것에 다름 아니었다. 안라는 백제의 회의에서의 미온적 대처에 불만을 품는 동시에 백제의 군령 성주 배치에 내재된침략 의도를 경계하여 ‘임나일본부’를 사주하여 신라와의 교섭을 진행하였다. 이에 백제는 안라를 비롯한 가야 제국의 親신라화를 경계하여 각국의 旱岐들을 설득하는 한편 왜에는 신라와의 교섭에 나선 ‘임나일본부’의 本處송환을 요구하였다. 544년 2월에 안라에서 다시 국제회의가 개최되었고, 같은 해 11월에는 다시 사비에서 2차 ‘사비국제회의’가 개최되었으나 탁순의 멸망에서 비롯된 가야제국의 안전보장 문제는 해결되지 않았다. 백제와 가야제국이각기 회의를 통해 얻으려 하는 바가 큰 차이를 보였기 때문이다. 이에 안라와 ‘임나일본부’는고구려와 통모하여 상황을 반전시키려 하였다. 548년 고구려의 독산성 공격은 그 결과였다. 그러나 백제는 신라와의 군사협력을 통해 방어에 성공하였고, 오히려 안라와 ‘임나일본부’의 의도가 백제에 드러나는 결과를 초래하였으며, 왜가 백제에 동조하는 태도를 보임으로써 당시한반도 남부 정세에서 안라의 입지는 크게 약화되었다. 그 결과 백제의 가야제국에 대한 영향력이 강화되었으며, 6세기 이래 가야제국의 균형외교를 상징하던 국제회의는 운영의 동력을 상실했다.

영문 초록

This article named the international conference held twice in Sabi the “Sabi International Conference” and reviewed the details surrounding the holding of this conference. The contents can be summarized as follows. In the spring of 541, Silla attacked on and annexed Taksunguk(卓淳國). This means the breaking of stability over the years, which was the result of “Alla International Conference”. Baekje thereupon accepted the request of Gaya Confederacy, including Alla, and held the first “Sabi International Conference”; however, Silla did not attend. Baekje pointed out that internal division of Taksun(卓淳), instead of the invasion of Silla, was a cause of fall of Taksun. It was nothing more than a lukewarm attitude toward the issue to avoid a conflict with Silla. Alla discontented against Baekje’s lukewarm attitude in the conference, and proceeded the negotiation with Silla by inciting “Imna Ilbonbu(任那日本府, Japanese Government Office in Imna)” as they kept vigilant about the intention of invading inherent in the arrangement of Gullyeong(County Commander) and Seongju(城主, Castellan) of Baekje. Consequently, Baekje persuaded each of the Hangi(旱岐) because they did not want Gaya Confederacy, including Alla, to become pro-Silla, and required Wa to repatriate Imna Ilbonbu which was negotiating with Silla. In February 554, the international conference was held again in Alla, and the second Sabi International Conference was held in November of the same year in Sabi. However, the security issue of Gaya Confederacy resulted from the fall of Taksun remained unsolved because there was a huge difference in what Baekje and Gaya kingdom were trying to achieve. Therefore, Alla and Imna Ilbonbu tried to reverse the situation by consolidating with Goguryeo; Goguryeo’s attack on Doksanseong(獨山城) was the result of it. However, Baekje succeeded in defense through the military cooperation with Silla, but this rather made the intention of Alla and Imna Ilbonbu to be caught by Baekje. Alla’s position in the southern part of the Korean Peninsula at that time was greatly weakened because Wa showed cooperative attitude to Baekje. As a result, Baekje s influence on the Gaya Confederacy was strengthened, and the international conferences that symbolized the Gaya Confederacy’s balanced diplomacy since 6th century lost its power.
