행정구역 경계의 개선방안에 관한 연구

국문 초록

우리나라 행정구역 경계는 토지조사사업 당시 설정되어 큰 변화 없이 현재에 이르고 있다. 그러나 택지개발, 유수변경, 도로개설, 기타 생활권 등의 변화로 행정구역과 생활권이 불일치하여 행정관리에 문제를 초래하고 있다. 본 연구는 이러한 문제점이 있는 행정구역 경계 지역의 현황과 문제점을 살펴보고 행정구역 경계 조정을 통해 행정구역이 개선된 사례를 분석하였다. 분석 결과 행정구역 변경은 분쟁조정위원회를 활용하거나 부동산종합공부시스템(KRAS)에 등록된 경계정보를 이용하여 조정하는 방법, 경계조정 실무협의회를 구성하여 중재로 조정하는 방법, 토지의 개발·정비사업이 수반될 때는 간편한 절차에 의하여 행정구역을 조정할 수 있는 방법이 있었다. 차후 행정구역 변경이 수반되는 도시개발사업은 도시개발사업 완료와 동시에 행정구역변경도 같이 수반되어 생활권과 행정구역이 일치될 수 있도록 제도적 장치가 필요하다.

영문 초록

Administrative district boundary in Korea has been established at that time of the land survey project and it came to lead to the current situation without a big change. However, administrative district was inconsistent with the life zone due to the land development, stream diversion, road construction and changes in other life zone, etc., so it was causing a problem of administrative management. This study was to investigate the status and problems in the administrative district boundary with such problems, and to analyze the case that the administrative district has been improved through the adjustment of administrative district boundary. Based on such analysis results, the changes in the administrative district were some methods: method to adjust by utilizing the dispute mediation committee or by using the boundary information enrolled in the Korea Real estate Administration intelligence System(KRAS); method to adjust by the mediation of the working-level conference of boundary adjustment; and method to adjust the administrative district by the simple procedure when the land development and redevelopment project are accompanied. The urban development project that the change in the administrative district is accompanied in the future can be accompanied with the administrative district modification and the completion of urban development project at the same time. Accordingly, this researcher considers it as institutional framework is needed in order that the life zone can be matched with the administrative district.
