국문 초록

베트남에서의 토지법은 정치·사회·경제학적으로 광범위한 영향을 미치는 중요한 법률이다. 불과 30여년 전인 1986년에는 토지에 대한 가격조차 없었던 국가가 체제전환을 통해 매우 빠르게 경제발전을 이루고 있다. 이 과정에서 베트남의 토지정책과 토지법은 어떻게 변화되었는지를 분석한 결과, 베트남의 토지법은 산업화와 현대화, 사회주의 지향적 시장경제, 국내외의 정치적·사회적 안정에 초점을 맞추어 사회경제적인 발전을 목표로 변화되었음을 확인할 수 있었다. 특히, 베트남의 토지법은 통합과 발전을 위해 개방, 투명, 정의, 평등 그리고 지속 가능한 발전이 되도록 빠르게 변화하였음을 알 수 있었다. 본 연구를 통해 향후 북한이 체제전환을 통해 시장경제를 도입할 경우 시장경제 도입에 성공한 베트남의 토지정책과 토지법 변화는 북한에 교훈이 될 것으로 예상된다.

영문 초록

Land law in Vietnam is an important law with a wide range of political and socioeconomic impacts. In 1986, just thirty years ago, the country, which had no price for land, is experiencing rapid economic development through introduction of the marketplace. As a result of analyzing how Vietnam s land policy and land law changed in this process, Vietnam s land law changed to aim for socio-economic development, focusing on industrialization and modernization, socialist-oriented market economy, and international and domestic political and social stability. It could be confirmed. In particular, it was found that the land law of Vietnam changed rapidly to be open, introduction of the marketplace, justice, equality and sustainable development for integration and development. In this study, if North Korea introduces a market economy through the introduction of the marketplace, Vietnam s land law change that has successfully introduced the market economy is expected to give important lessons to North Korea.
