제주지역 생활임금의 경제적 효과와 제도개선 연구

국문 초록

본 연구는 제주지역에서 시행중인 생활임금제의 경제적 효과를 이중차분법(DID)를 활용하여 분석하였다. 제주지역 생활임금제는 2017년 3월 조례가 제정되고 10월부터 시행중이다. 본 연구는 현재 공공부문 생활임금을 적용받고 있는 530명을 실태조사하여 이중 234명을 조사하고, 민간부문 생활임금 미수혜자 140명을 비교분석하였다. 분석결과에 따르면, 공공부문 생활임금수혜자는 근로시간 감축, 일과 삶의 개선 등 노동의 질적측면에서 개선이 있었고, 가계소비지출, 저축 및 소득수준은 미수혜자 집단보다 소비지출 이 비교적 낮지만 생활임금 시행 후 소비지출 격차가 3%p 줄어드는 것으로 분석되었다. 이는 시간이 지나면서 생활임금을 통해서 소비가 촉진되고 있다는 것을 의미한다. 특히, 보건의료 비, 교양오락비, 기타소비지출(경조사비 등)에서 미수혜자집단보다 소비지출이 증가하는 것으로 파악된다. 또한 저축과 가계소득수준 증가에 긍정적인 효과를 보이는 것으로 나타난다. 따라서 향후 제주지역 생활임금제가 내실있게 운영되기 위해서는 먼저, 조례개정 등 법률개정을 통하여 생활임금 적용범위를 확대하고, 제주지역 특성에 맞는 생활임금산정 모델을 개발하여 정형화된 생활임금액을 결정하고, 장기적으로 생활임금제의 민간확산을 단계적으로 진행할 필요가 있다.

영문 초록

We examined the impact of the living wage policy in Jeju Special Self-Governing Province from 2018 to 2019. The living wage policy of Jeju Special Self-Governing Province is in force from 2017, and now hourly paid 8,900won in 2019. The purpose of living wage policy is to guarantee the low wage workers a living worthy of human dignity. The survey subjects are in limited condition such as workers work period was short and the workers are mostly in public institutions. So we make comparison between the workers in public sectors and the workers in private sectors for the difference of the living wage policy, treatment group and the beneficiary of living wage. The workers are engaged in simple labor such as cleaning, security guard and office assistance. Vis-a-vis the control group, people who are not paid the living wage are paid minimum wage. We used DID(Difference in Difference) estimation for the difference of living wage policy in Jeju. According to the results, public workers who received the living wage have spent less than private works in general except healthcare payment and reading-recreation cost. Also, saving and income is lower than the private sector workers in the same occupation group. However, the gaps are narrowing down over the year(2018). That means the consumption of public sector workers are increased over time as time went by. Therefore, we recognized that living wage policy makes positive effects in consumption. After the enforcement of the living wage policy, the consumption gap between the public and the private has been decreased by 3%p. We find that job satisfaction is increased and the overtime labor is decreased at work. We comprehend it will bring positive effects on consumption expenditure of Jeju Special Self-Governing Province as the living wage policy continues. Also, we expect that the ripple effects of the living wage policy on economy will be large if the living wage policy is expanded in the high-income private sector. There are some steps to be done in order to run the living wage policy effectively. First, it is needed for Jeju Special Self-Governing Province to expand the range of beneficiaries of the living wage by revising the law. Second, Jeju Special Self-Governing Province needs to suggest standard living wages regularly by developing the living wage calculation model which fits with itself. Lastly, it is essential for Jeju Special Self-Governing Province to expand the implementation of the living wage into the private sectors.
