국문 초록

본 연구의 목적은 전국 지역사회보장협의체를 대상으로 로컬 거버넌스의 성과에 영향을 미치는 요인을 다층분석을 통해 검증하는 데 있다. 이를 위해 본 연구에서는 2018년 7월 10일부터 8월 1일까지 전국 106개의 지역사회보장협의체에서 소속되어 활동하고 있는 사무국 직원 및 대표/실무/읍면동 협의체 의원, 그리고 담당 공무원 대상 설문조사를 실시하여 총 942사례의 자료를 수집하였다. 본 연구의 연구결과는 다음과 같다. 첫째, 로컬 거버넌스의 성과 지표로 선정한 효율성과 효과성을 검증하는 데 있어서 다층분석이 적합하다는 사실을 확인하였다. 둘째, 효율성에 대한 영향요인으로 신뢰, 민주성, 민간위원 여부, 실무협의체 및 실무분과 의원여부, level 1의 상호의존성과 level 2의 재정자립도 간 상호작용 변수가 유의한 것으로 밝혀졌다. 셋째, 효과성에 영향을 미치는 요인으로 신뢰, 상호의존성, 교육수준, 실무협의체 및 실무분과 의원 여부, level 1의 상호의존성과 level 2의 재정자립도 간 상호작용 변수가 유의한 것으로 밝혀졌다. 넷째, 로컬 거버넌스에 대해서 신뢰가 가장 강력한 설명변수로 나타났다. 다섯째, 실무협의체 및 실무분과 위원들이 상대적으로 높은 기여를 하고 있으며, 이들 영향력의 지역 간 차이가 유의하였다. 끝으로. 상호의존성과 지방자치단체의 재정자립도의 상호작용 효과, 즉 조절효과가 유의하게 나타났다. 이러한 연구결과를 토대로 제언을 하였다.

영문 초록

The purpose of this study is to verify the factors influencing the performance of local governance through multilevel analysis of the community social security association in Korea. For this purpose, this study conducted questionnaires from July 10 to August 1, 2018 on the members of secretariat representatives, executives, working community members, and the public officials who are in charge of the 106 community social security associations and, a total of 942 cases were collected. Major findings were as follows; First of all, in this study, it was confirmed that multi -level analysis is suitable for verifying the efficiency and effectiveness of local governance. Secondly, the factors affecting efficiency have been found and they are trust, democracy, existence of civilian committee members, working councils, and the interaction variables between interdependence at level 1 and financial independence at level 2.Thirdly, it was found that the factors influencing the effectiveness were trust, interdependence, level of education, existence of working councils, working class members, and interaction variable between interdependence at level 1 and financial independence rate of their local government at level 2. Fourthly, trust was the strongest explanatory variable for local governance. Fifthly, there was a relatively high contribution from the working council and the working group, and the regional differences of these influences are significant. Last but not least, the interaction effects of interdependence and financial self-reliance of local governments were significant. This study suggested the policy and the educational programs based on these findings.
