임진왜란 시기 흥양현의 전략적 위상과 현감 최희량의 활동

국문 초록

임진왜란 시기 조선 수군의 주력은 전라좌수군이었으며, 전라좌수군의 핵심은 바로 흥양 수군이었다. 흥양현(오늘날 고흥군)은 이전부터 왜구들이 침입하는 요로에 위치하여 전략적으로 중요한 곳이었다. 이런 이유로 일찍부터 수군진이 설치되었으며, 다른 지역보다 많은 수군진이 운용되었다. 흥양은 흔히 전라좌수영 휘하 5관 5포 중 1관 4포가 위치한 곳이었다. 1관 4포 중 1관이 바로 흥양현이다. 흥양현의 수령인 흥양현감은 임진왜란 초기와 정유재란 시기에 걸쳐서 큰 활약을 하였다. 이것은 이 고을이 차지하는 위상이 전략적으로 요충지였을 뿐만 아니라 수군운영을 위한 선재(船材) 등의 자원이 풍부한 이유도 한 몫을 하였다. 이러한 위상 에 맞춰서 흥양현을 지휘한 현감은 전라좌수사 이순신을 보좌하면서 수군 운영과 해전 승리에 크게 기여하였다. 그중 정유재란 시기에 흥양현감으로 활동한 최희량의 업적을 주목해 보았다. 최희량은 칠천량해전이후 흥양현감으로 임명되어 수군정비와 명량해전에 참가하였다. 명량해전 후에는 고하도와 고금도를 거치면서 수군 재건에 중추적인 역할을 다했다. 조선 수군이 나름의 수군재건을 완성할 수 있었던 것은 최희량에 힘입은 바가 컸다고 할 것이다. 그의 활약상은 보물 660호로 지정된 ‘임란첩보서목(壬亂捷報書目)’에 잘 수록되어 있다. 한편으로 최희량은 이순신을 매우 존경하였으며, 파직된 가운데서도 이순신을 따라서 노량해전에 참전하였으며, 이순신이 전사하자 그도 벼슬을 버리고 낙향하여 은둔생활을 하게 된다. 요컨대 최희량은 정유재란 시기 조선 수군이 가장 어려웠던 시기에 흥양현감직을 수행하면서 조선 수군의 재건에 가장 큰 공을 세웠다. 특히 최희량의 이순신에 대한 존경심과 이순신의 최희량에 대한 신뢰가 잘 어우러져서 임진왜란을 극복하는 데 큰 기여를 하였다고 볼 수 있다.

영문 초록

The main force of the Joseon navy during the Imjin war was Jeolla Left Navy and the core of it was Heungyang Navy. Heungyang-hyeon (Today s Goheung-gun) was strategically important because it was located in a critical terrain where the Japanese pirates had invaded a long way back in history. For this reason, a number of naval camps were installed early on and more were operated than in other areas. Heungyang had one Gwan(administrative land district) and four Poes(naval forces administrative district) among five Gwans and five Poes under the Jeolla left naval station. One Gwan was located in Heungyanghyeon. Heungyang Hyeongam, the local governor of Heungyang played a great role during the early period of the Imjin war and during the second invasion, Jeongyoojaeran. This was because of the fact that Heungyang was not only a strategic point for Japanese invaders, but also it had abundant shipbuilding resources for the operation of the naval camp. In accordance with this status, Hyeongam, who led Heungyang-hyeon, greatly contributed to the operation of naval forces and the victory of the naval battles while assisting Yi Sun-sin, the commander of the Left Jeolla Naval District. Among them, the achievements of Choi Hee-ryang during Jeongyoojaeran are worthy of notice. Choi Hee-ryang was appointed as Heungyang Hyeongam after the Battle of Chilchonryang and engaged in reorganizing the naval forces and participated in the Battle of Myeongryang. After the Battle of Myeongryang, he played a pivotal role in the reconstruction of the navy in Gohado and Gogeumdo. The successful reconstruction of the Joseon naval forces owed much to Choi Hee-ryang. His remarkable activities have been well documented in the ‘Imrancheopboseomok’ designated as Treasure No. 660. In additon, Choi Hee-ryang highly respected Yi Sun-sin so in the midst of Yi’s dismissal, he participated in the Battle of Noryang along with Yi Sun-sin. After Yi Sun-sin’s death on the battlefield, he abandoned his government position and retired to the countryside. In short, Choi Hee-ryang made the greatest contribution to the reconstruction of the Joseon naval forces as a local governor when Joseon Navy was in the most difficult situation during Jeongyoojaeran. Most of all, Choi Hee-ryang’s respect for Yi Sun-sin and Yi Sun-sin’s trust for Choi Hee-ryang created a synergy effect and they were able to overcome the Imjin War as a result.
