국문 초록

최근 각 지방자치단체는 평생학습의 중요성을 인식하고, 평생학습조례 제정을 통해 평생학습도시를 만들고자 하는 의지를 보여주고 있다. 이 연구는 평생학습도시 조례의 실증적 분석을 통하여 평생학습도시 조례 제·개정 방향을 제시하고자 하였다. 경기도 11개 평생학습도시조례를 추진조직 및 네트워크, 재정적 지원, 전략 및 프로그램에 대해 분석한 결과, 대부분의 평생학습도시에서 평생학습센터, 평생교육정책협의회에 관한 규정은 존재하였으나 실무협의회, 기관간협의회는 설치되어 있지 않았다. 그리고 평생학습관련 재정에 대해 구체적으로 명시되어 있지 않으며, 평생교육 프로그램 및 기관에 대한 평가 항목이 나타나 있지 않았다. 그러므로 위원회의 수준별, 분야별 설치 운영이 필요하며, 평생학습 정책구현을 위한 재정지원규모 설정, 평생학습기금 조성, 평생학습기관 및 프로그램 평가, 평생학습도시 종합발전계획 수립에 대한 구체적 명문화가 이루어져야 한다.

영문 초록

This paper discusses on the principles of an ordinance related to the lifelong education in local governments to promote local educational developments. Under the educational autonomy system having an independent education committee and educational superintendent, responsibility of the local government should be one of the most important factors in developing policy alternatives for local education. Since 1998, the local governments have developed and supported the lifelong education program with a cooperation with Ministry of Education, the central government education authority. The purpose of this study is to identify regulations related to local government`s lifelong education programs and to suggest directions to make an ordinance by examining trends and current status of the central and local government`s policies. In this study, an ordinance to stabilize the lifelong education program is suggested in accordance with the regulations.
