학교운동부 선수의 학습권에 대한 법,제도적 과제

국문 초록

학교운동부는 우수한 체육인을 발굴하고 육성하여 국가의 위상을 높이는 데 중요한 역할을 해 왔다. 그러나 학생의 기본이라 할 수 있는 학습능력 향상은 미흡한 현실이다. 학습권은 단순히 성적을 높이는 것 이상으로 학생선수의 삶과 미래에 큰 영향을 미친다. 이에 국내외 운동부 운영 사례와 학습권 실태를 조사하여 학생선수의 학습권 보장을 위한 법제도적 과제를 제시하였다. 첫째, 운동부를 폐지하고 체육전문학교를 육성해야 한다. 둘째, 학교체육은 체육교사가 전담해야 한다. 셋째, 지도자윤리강령을 제정해야 한다. 넷째, 리그제 전환을 통한 대회를 축소해야 한다. 다섯째, 과학적 선발시스템을 구축한다. 여섯째, 진로진학상담 강화이다.

영문 초록

School athletic club has played an important role in enhancing the status of our country all around the world by finding earlier and fostering talented students as school athletes. However, it is also undeniable that the reality is insufficient in terms of the improvement of learning capacity which can be the basic asset for completing adequate educational attainment and achievement. I suggest some priorities that are especially legal and institutional ways of improving current situation, which can guarantee the learning right for student athletes through this research that is focused on the comparison and analysis of the operation cases and data of school athletic clubs. First, school athletic clubs should be abolished, in the meanwhile, specialized schools in educating and training student athletes should be fostered. Secondly, Physical Education teachers should be in charge of gymnastic activities in schools. Third, the ethic code of coaches has to be made and enacted. Fourth, the number of games should be reduced by changing play system into League system, such as summer or winter League. Fifth, a scientific and comprehensive selection system should be set up. sixth, the counseling programs such as Career or entrance guide to higher schools for student athletes should be reinforced.
