영재학교 발전을 위한 법,제도 개선방안 연구

국문 초록

이 연구에서는 영재학교가 본래의 설립 취지대로 정상적으로 운영되어 진정한 영재를 양성하기 위하여 필요한 방안들을 논의하였으며 그 결과는 다음과 같다. 첫째, 정부는 영재학교가 교사 관찰·추천 결과를 확대 활용하도록 요청하고 장기적으로는 입학전형시 지필시험을 폐지하고 입학사정관제를 실시 할 필요가 있다. 둘째, 국가는 영재교육의 연계성 강화를 위하여 고교-대학간 연계프로그램의 활성화, 영재학교의 초·중학교 확대, 영재대학 설립 등의 방안을 검토·추진 할 필요가 있다. 세째, 영재교육진흥법 및 동법 시행령과의 헌법 합치성 제고를 위한 체계와 내용의 정비가 필요하다. 네째, 영재학교에 우수교원 유치를 위하여 승진 가산점 부여 등 인센티브 부여와 더불어 관련 법령 개정이 필요하다. 다섯째, 영재교육 관련 연구·개발을 전문적으로 지원할 영재교육연구원을 국가차원에서 전략적으로 육성할 필요가 있다. 여섯째, 영재학교의 안정적인 지원을 위하여 영재학교 운영에 필요한 표준교육비를 산정하여 법령에 반영하고 이에 따라 운영비를 지원해 줄 필요가 있다.

영문 초록

In this paper, in order to derive the necessary conditions to activate the gifted schools that operate as the original purpose, we discussed the issue and the results were as follows: First, the government asks the current gifted educational institutions to expand and to apply the teacher’s observations and recommendations with the higher reliability. In the long run, it adopts the Admission Officials System for inducing not to take the paper-based tests for admission. Second, in order to ensure the association of the gifted education, increasing linkage program between high-schools and universities, expends to elementary and middle schools, and the establishment and operation of the gifted universities, it is worth implementing these plans. Third, for clarifying the legal system between the gifted education promotion law and the enforcement rules and should define them directly in the law in order to conform the Constitution. Forth, attracting good instructors for gifted schools, the regulations should be revised with instructors’s extra credits for promotion and receive various incentives. Fifth, since there is a need to foster and to strengthen the gifted education researchers strategically for the purpose of research and development of the gifted education. Sixth, as a method of stable support for the gifted education``s flexible operating costs based on the current financial situation of local government education budget, the nationalization of the gifted schools and the customized standard education fee estimation support method for the gifted schools may be considered.
