국문 초록

유럽통합 연구가 한국학계의 독자적인 영역으로 자리 잡은 지 꽤 오래되었음에도 여성 정치가나 그들의 역할에 관한 연구주제는 그동안 크게 주목을 받지 못했다. 유럽통합의 기원과 발전에 있어 주요한 ‘유럽의 아버지들(Founding Fathers)’ 가령, 슈만(Robert Schuman), 가스페리(Alcide de Gasperi), 아데나워(Konrad Adenauer), 모네(Jean Monnet) 등에 관한 연구들 이 홍수를 이루고 있는 데 반해, 유럽통합 발전 단계에서 주요한 역할을 했던 여성들에 관한 구체적인 연구는 거의 불모에 가깝다. 그러나 이와 같은 연구의 결핍이 유럽통합 과정에서 여성의 부재를 의미하지 않는다. 유럽통합 과정에서 프랑스 여성 정치가 시몬느 베이유(Simone Veil)의 역할과 영향을 살펴볼 본 논문의 근본적인 문제의식은 바로 여기에 있다. 1979년 시몬느 베이유는 역사적으로는 처음으로 유럽 시민이 직접 뽑는 유럽의회 위원장으로 선출되었다. 1979~1981년 동안, 위원장직을 역임하면서 그녀는 당시 단지 제한적인 권한에 안주해있었던 유럽의회의 권한 강화와 유럽의회의 정체성 발전을 위해 힘썼다. 오늘날 유럽의회의 실질적인 권한발달 및 역할의 강화에 베이유의 역할과 영향이 초석이 되었다는 것이 필자의 단이다. 본 연구는 유럽통합 정치사에서 베이유의 활동과 역할을 구체적으로 조명하여 여성이 유럽통합 과정에서 부재했거나 부차적이지 않았다는 사실을 밝히는 데 주요한 목적을 두고 있다.

영문 초록

Despite the fact that research on the European Integration has acquired a independent and big domain in Korean academic world for a long times, but the subject of research on women’s politicians and their’s roles has not become a central theme. For example, the studies on Robert Schuman, Alcide de Gasperi, Konrad Adenauer, Jean Monnet etc…. as the ‘Founding Fathers’ in the origin and development of European Integration are overflowing, however, a concrete research on women’s politicians in the dimension of European Integration is almost barren. It is no doubt that the lack of such research doesn’t mean the absence of women in the history of European Integration. In this fundamental problem, this work is concentrated on Simone Veil’s role and influence in the development of history of European Integration. Simone Veil was elected in the first direct-suffrage European Parliamentary elections and became the first woman president of the European parliament. During the 1979-1981 period, she endeavored to strengthen the authority of the European Parliament and further the European Parliament’s Identity. In my judgment, it is sure that Simon Veil’s role and influence was a foundation for the development of European Parliament’s practical authority. The aim of this work is to explain that Women was never absent in the history of European Integration, focusing on Simone Veil’s activity and role.
