국문 초록

일제 강점 이후 조선총독부는 주요 도시를 중심으로 시가지 개발을 추진하였다. 도시화 과정에서는 개발을 둘러싸고 다양한 갈등이 전개되었는데, 기본적으로 민족 차별에 기초한 도시 개발이 진행되었다. 하지만 현안에 따라서는 민족·계급·지역·중앙-지방의 차원 등 다양한 층위가 존재하였고, 때로는 혼재되는 양상도 확인된다. 본 논문에서는 대구부 도시 개발을 둘러싼 현안들이 지방의회인 부(협의)회에서 어떻게 처리되고 있었는지 세 가지 사례를 통해 검토하였다. 첫 번째로 1924년 수해 구제와 시가지 정리 예산을 둘러싼 민족과 계급의 중층적 갈등과 그 과정에서 가난한 조선인들이 감수해야만 했던 중첩된 차별의 실태를 살펴보았다. 두 번째로 개발 이익을 둘러싼 지역 간 경합을 1935년 종합운동장 부지 선정 문제를 통해 살펴보았다. 낙후된 서부 방면 발전을 기대하는 지역 주민들의 요구에서는 민족적 대립보다는 지역 간 대립이 중심을 이루었다. 세 번째로 가스 부영사업을 위한 대구부회와 조선총독부와의 교섭 실태를 살펴보았다. 부회는 재정상 이유를 들어 가스 부영을 적극적으로 추진했는데, 지역민의 이해관계보다는 부차원의 이해관계가 중심이 되어 진행된 사업이었다. 이상과 같이 지역 현안을 둘 러싸고 전개된 이해관계의 대립은 매우 다양한 층위에서 검토되어야 하는데, 여기서 지방의회는 매우 제한된 역할만을 수행했지만 지역민들의 요구를 정치적으로 해결할 수 있는 사실상 유일한 공간이었다는 점에서 그 활동 실태를 검토할 필요가 있다

영문 초록

After Japan’s occupation of Korea, the Japanese Government-General of Korea designated “bu” (administrative district) mostly on Japanese towns in Korea and then implemented urban development focusing only on those areas. Diverse conflicts occurred regarding such urban development in the process of urbanization. Urban development in those days basically progressed based on ethnic discrimination, while conflicts of interests also occurred at diverse levels. Those diverse levels of conflicts were sometimes mixed with one another; therefore, conflicts of interests were manifested in a complex manner with regional and ethnic issues and conflicts between the central and marginal areas overlapping in many cases. This study investigated three cases of such conflicts surrounding urban development in Daegu-bu during the Japanese colonial era. First, the budget for flood relief and downtown reorganization in 1924 caused multi-level conflicts, including both ethnic and social class issues. Second, the demand for urban development in the western Daegu area, which had been excluded from development projects, was more of a regional than an ethnic conflict. Third, the demand for public management of gas by Daegu-bu manifested a conflict between central and marginal areas. Therefore, this study focuses on the fact that public management of gas by Daegu-bu was pursued to increase the public finance of Daegu-bu, even though no such request was made by local residents. As such, the conflicts of interests surrounding local agenda during the Japanese colonial era in Korea need to be analyzed at diverse levels, especially considering that the local council of Daegu-bu at that time had very limited authority, but it was the only public institution in charge of addressing such conflicts.
