동해안지역 정기시장의 변화에 관한 연구 :경상북도 영덕군 영해장을 중심으로

국문 초록

정기시장은 조선 후기 사회경제적 변화를 계기로 확산되었고, 경제적 기능도 확대되었다. 직접 생산자들에 의한 지역적 교환이 큰 의미를 지녔던 이전에 비해 조선 후기에는 교환의 영역과 내용이 크게 확대되었다. 정기시장은 경제적 교환의 장소라는 것 외에도 지역사회의 정치, 사회, 문화의 부면에서 다양한 실천이 전개되는 복합적 공간으로서의 의미를 지녔다. 농촌의 과소화와 고령화가 심화된 현대사회에서 정기시장은 그 기능이 크게 위축되었다. 동해안지역 정기시장의 성장과정도 여타 지역의 정기시장과 많은 부분을 공유하는 동시에 이 지역만의 특성을 반영하고 있다. 동해안지역 정기시장의 특성은 이 지역의 산물인 어염을 영남의 내륙에 공급하는 것에서 찾을 수 있다. 전통사회에서 경상북도 영덕군의 영해장은 이러한 교역의 중심적 역할을 담당하였다. 해안과 내륙의 상이한 생태학적 지역 사이에서 이루어진 교역을 통해 생활과 의례의 지속과 공유, 나아가 시대상황에 대한 인식과 실천의 공유도 가능하였다. 지역간 교역을 통해 남겨진 많은 증거들은 복합적 의미 공간으로서 동해안지역 정기시장의 특수성과 보편성을 반영하고 있다. 농촌의 과소화와 고령화 그리고 지역간 불균형이 심화되는 후기 근대의 상황은 동해안지역의 정기시장을 크게 위축시켰지만, 정책적인 지원으로 새로운 전기를 맞이하였다. 그러나 이용상의 편의와 경제적 효용에 우선한 정책적 지원은 정기시장을 획일화시키고 있다. 정기시장 현대화사업은 정기시장을 이용하는 모든 구성원들에게 때로 낯선 상황을 연출하면서 지역민들 사이의 반목과 균열의 원인을 제공하고 있다. 이에 따라 정기시장의 지역성을 회복하는 노력이 이러한 어색한 상황을 극복하는 새로운 과제가 되었다.

영문 초록

Periodic markets of Korea have been diffused and developed through the socio-economic change since the late Joseon period. The periodic markets have been perceived in economic, political, social and cultural perspectives. In the modern society, depopulation and aging of rural area weaken the multiple functions and complex signification of the periodic market in rural area. Development of periodic markets in the East Coast Area have not only shared lots of characteristics with markets of any other place but represented its own peculiarity. Periodic markets in the East Coast Area have served in distribution marine products into the inlands of Yeoungnam Area. The Yeonghae market as one of the central places of the East Coast Area in traditional society had an important role in trade between different ecological areas. Through this kind of trade, it was possible to share and maintain value system, practice and life culture including ritual life between different ecological areas. Many evidences came from the trade between two different ecological areas reflected the peculiarity and universality of periodic markets in the East Coast Area. Periodic markets in the East Coast Area are decreased under the post-modern situation which deepening depopulation and aging of rural area and the inequality between areas. In recent, periodic markets have new opportunity to modernize by the governmental supports. But the governmental supports based on convenience and economic utility make all the things in market place strange and sometimes cause antagonism and cleavages among all the members in periodic markets. The efforts of recovering the localities of periodic markets would be needed.
