제네바 종교개혁 정신에 비추어 본 제4차 산업혁명과 사회적 기본권 보편보장제도 성찰

국문 초록

본 연구는 4차 산업혁명의 결과 발생하는 실업과 미취업의 상태를 산업구조의 급진적 변화과정에서 나타나는 자연적이거나 부수적인 피해로 인식하는 주류의 인식에 저항하며, 새로운 산업에 재빠르게 적응할 수 없는 대다수의 희생자들의 삶의 고통을 기독교 윤리가 다루어야 할 본질적이고 필수적인 주제로 내세우고자 한다. 이를 위해 종교개혁 500주년을 기념하며 칼뱅의 종교개혁의 고장인 스위스 제네바의 사회종교개혁의 구체적 내용을 살피며, 종교개혁과 함께 펼쳐진 사회적 약자들의 기본권을 보장하는 교회의 직접적 구제 제도들을 살펴본다. 나아가 개신교 교회와 신도들의 강력한 지지 속에서 정치적이고 공적인 영역에서 구축되기 시작한 사회보장시스템(social security)의 내용과 의의를 살펴본다. 이러한 연구 바탕 위에, 현대적 의미에서―4차 산업 혁명의 격변기 속에서― 우선적으로 고려되어야 할 것이 구조 변혁으로 인해 사회적, 경제적 약자에 내몰리는 사람들의 생존권과 삶의 행복추구권임을 인식하고, 이를 대비하기 위한 복지사회 건설과 기본권 보장제도들의 필요성을 논한다. 특히 신학과 교회의 임무로서, 이러한 새로운 사회와 제도들의 필요성을 신학적 언어로 재해석해야 하는 필요성과 정당성, 나아가 방법론을 제시함으로써 최근 사회적 존경을 심각하게 상실하기 시작한 한국 교회재건의 방식을 제안하고자 한다.

영문 초록

As unemployment or unemployed status arises from the radical disintegration of industrial structure due to the arrival of the fourth industrial revolution, the mainstream views it as a natural or incidental damage that takes place amid changes in the industrial structure. Resisting this mainstream view, this study aims to address the pain of a majority of victims who cannot promptly adjust to a new industry as a fundamental and essential theme that Christian ethics should deal with. To this end, celebrating the 500th anniversary of the Reformation, the study examines the details of social and religious reforms in Geneva, Switzerland, home to the French religious reformer John Calvin. It also looks into direct relief systems of the churches to guarantee the fundamental rights of the socially weak, which had been implemented along with religious reforms. Furthermore, this study explores the contents and significance of social security systems that began to be established in the political and public sectors with strong support from the Protestant churches and believers. In this background, what should be considered first in a modern sense is the right to live and the right to pursue happiness in life of those who have become socially and economically vulnerable due to structural changes in the turbulent era of the fourth industrial revolution. Based on this perception, the study discusses the need for building a welfare society and systems to guarantee the fundamental rights in response to these changes. In particular, the study aims to suggest ways to reconstruct Korean churches, which have recently begun to lose social respect to a serious extent, by presenting the necessity, justification, and methodology to reinterpret the necessity of this new society and systems in the language of theology as a duty of theology and the churches.
