국문 초록

본 연구는 작은영화관의 현황 및 발전 방향에 대해 논의하고자 국내에서의 지역 영화관 현황을 살펴보고, 작은영화관 계획이 설립되게 된 경위를 살펴보도록 한다. 또한 영국에서 있었던 농촌 영화관 시범 정책을 사례 조사로 삼아 지역 문화공간으로서 작은영화관이 앞으로 나아가야 할 방향을 제시하고자 하였다. 본 연구를 요약하고, 시사점을 제시하면 다음과 같다. 첫째, 영국에서의 작은영화관은 극장 부재 지역에 영상문화의 향유권 증진을 위한 목적으로 국가와 지자체가 조성하는 상설 영화 시설이라는 점과 농촌 영화관 지원 사업이 지역에 지속적 영화 상영이 이루어질 수 있도록 상영 주체와 공간을 발굴했다는 국내와의 차이점에서 우리에게 많은 시사점을 준다. 둘째, 영화의 소비가 어디서든 가능해진 오늘날, 작은영화관은 공간에서 단순히 영화를 향유하는 것이 아니라, 지역 커뮤니티의 유지와 발전에 기여하는 형태로 발전해 가야한다. 셋째, 지역 영상문화 생태계 조성 구축을 위해 지역 내 영상문화 관련 활동가 및 주민들의 영상 창작 여건을 마련하고, 작은영화관이 지역 내 창작된 영상 콘텐츠를 유통 및 배급하는 역할도 수행해야 한다. 마지막으로, ‘보는 영화’에서 나아가 ‘참여하는 영화’로 확대될 수 있도록, 작은영화관을 문화 교육적 용도로 지역사회와 공유하거나, 작은영화관을 활용하여 지역주민이 영화를 만들고 영화를 읽는 방법을 배울 수 있는 지속가능한 교육 프로그램의 개설이 필요하다. 본 연구는 지역 문화공간으로 성장하기 위한 작은영화관의 발전방향을 제시함으로써 문화예술 및 문화산업, 상품 분야 등의 학술 연구와 현장에서 모두 기초 자료로 활용될 수 있을 것이다.

영문 초록

This study is investigated for the current status of the local cinema and the details of the establishment of the small scale cinema plan in S. Korea, in order to discuss status and development direction for small scale cinema. Also, we suggest the future of the small scale cinema as local cultural space through the case study of the rural cinema pilot scheme in the U.K. The major objective including the summary is following: First, there are diverse implications for the difference that the small scale cinemas at the absence area are developed by the U.K. central government and local council for enhancing the local culture and the rural cinema funding help to find themovie contents and space for continuous screening in local community. Also, since the cinema can be watched everywhere, the small scale cinema should be carried out for the contribution of the maintenance and development in local communities, not just about enjoying contents in the space. For the ecosystemof video culture in local community, the local cinema should perform to distribute new local video contents, and make the environment to create new video contents by local activists or residents. Finally, the local cinema should be shared the space to cultural and educational purpose with local community and developed the sustainable education programfor creating or readingmovies, in order to expend from‘watchingmovie’ to ‘participatingmovie’. This study can be used for the basic data in cultural academic and industry field such as cultural art, cultural industry, and product business, through suggestion the development direction for small scale cinema as local cultural space.
