국문 초록

이글은 러시아의 극동해군정책과 거문도사건의 상관성을 고찰하는데 목적이 있으며 특히 러시아 해군상 쉐스타코프 제독의 견해에 초점을 맞춰 이 주제를 살펴보았다. 이와 관련, 영국의 불법적인 거문도 점령사건이 발생한지 130년이 되는 시점에서 이 사건을 재조명해보는 일은 의미있는 일이다. 왜냐하면 한국근대사가 일본의 불법적인 한국강점으로 귀결되었던 사실에 주목한다면, 영국함대의 불법적인 거문도 점령사건(1885-1887)은 외세에 의한 한국강점의 시발점이 되기 때문이다. 방대한 해외식민지를 바탕으로 성립된 대영제국은 식민지를 연결하는 교통로가 생명선이었기 때문에 러시아의 남하와 해양진출을 저지하는 것이 통상과 교역의 자유를 확대하는 첩경이었음은 주지하는 바와 같다. 반면 러시아 역시 발칸반도에서 터키의 억압을 받고 있는 기독교인들을 보호하고, 연해주의 발전을 위해 접경국 조선과의 통상증진을 모색한다는 목적을 가지고 발칸반도와 한반도로 남하하면서 유라시아 대륙 전반에 걸친 영러 대립구도가 성립되었다. 러시아 해군상 쉐스타코프 제독은 아프가니스탄 국경문제를 둘러싼 영러대립을 해결함으로써 거문도 사건의 해법을 찾고자 했다. 그는 거문도를 직접 시찰하여 영국의 제독들과 소통한 경험 그리고 한반도 항구들을 탐사한 결과에 따라 한국에서 부동항 획득을 포기하기로 결정했다. 그에게 이상과 현실의 괴리는 너무 컸던 것 같다. 그 결과 러시아, 청국, 영국과 다변외교를 펼쳤던 고종정부는 조선의 독립과 영토보전을 이룰 수 있었다.

영문 초록

In this article, I have tried to interconnect Russia’s Far Eastern naval policy with the Port Hamilton incident(1885-1887). Especially focused on reexamining and the Minister of Russian navy admiral A.I. Shestakov s viewpoint on this subject. In this context, it is meaningful to review the Port Hamilton incident with the opportunity 130th anniversary of illegal occupation by British fleet. If take note of the fact that Korea s modern history had resulted in annexation by forced occupation of Japan, Port Hamilton incident should be the starting point to infringe Korean sovereignty by the Powers which illegally occupied korean territory by force of arms. As British Empire based on the vast overseas colonies, they tried to stop the southward expansion of Russia in terms of the freedom of commerce and trade. On the other hand, Russia also strengthened power of influence namely to protect Christians oppressed in the Balkans and to find the way of enhancement for the border trade with Korea in Maritime province. That s why Anglo-Russian confrontation landscape was appeared across the Eurasian continent and Port Hamilton. Admiral A.I. Shestakov was trying to find a solution to the Port Hamilton incident by solving the Anglo-Russian conflict over the Afghan border issues. Visited at first hand the Port Hamilton, he decided to abandon the plan for acquisition of ice-free port in Korea by his expedition along the east coast of Korean peninsula and individual experience, communicated with British Admirals in the Port Hamilton in 1886. From his view point, It seemed to be an unattainable ideal to win a ice-free port in Korean peninsula. From a long-term perspective, Russian admiral Shestakov s policy was consistent during the Port Hamilton incident, which has been based on the strategic principle of preserving the independence of Korea. As a result, multilateral diplomacy of Korean government, pursued by king Gojong with Russia, Qing empire and Britain, could accomplish the territorial integrity and independence.
