국문 초록

비셰그라드 그룹 또는 비셰그라드 4국(V4)은 중동부유럽 4개국(폴란드, 체코, 슬로바키아, 헝가리)의 지역 협력체를 말한다. 비셰그라드 그룹은 북대서양조약기구(NATO)와 유럽연합(EU) 가입을 목적으로 1991년 폴란드, 체코, 슬로바키아, 헝가리 4개국 사이에서 창설됐다. 이 모임이 폴란드, 체코, 슬로바키아, 헝가리 국가들만으로 구성된 데에는 무엇보다 당시 3개국에게 있어 공동 현안이던 외교 정책의 주요 목표가 일치했을 뿐만 아니라 그 현실 방안과 가능성 면에서도 유사했기 때문이다. 첫 번째 모임부터 3개국 사이에서의 협력 원칙이 정했으며 특히나 구체적으로 장차 3개국이 활동을 펼치는데 있어 상호간에 논의하며 조정하기로 약속하고 국제무대에서 각국의 목표를 달성하는데 있어 상호 지지하고 협력하기로 정했다. 하지만 1991년 화려하게 시작된 비셰그라드 삼각 체제는 초기의 흥분 단계를 지나고 시간이 흐르면서 점점 더 많은 난관에 부딪히게 됐다. 그리하여 1992년 중순부터 1997년까지 비세그라드 그룹은 분열과 정체 기간을 겪게 된다. 하지만 일대 전환기인 1997년을 지나면서 비셰그라드 그룹은 1999년부터 또 다시 4개국 간의 긴밀한 협력체로 돌아가는데 성공했다. 이후 나토와 유럽연합에 가입하면서 비셰그라드 그룹은 유럽을 떠받치는 또 하나의 기둥이 될 수도 있음을 증명했다. 비셰그라드 그룹이 형성된 지 25여년이 흐른 2015년 현재 중동부유럽 4개국은 자신들만의 활기찬 역동성으로 전 유럽에 새로운 활력을 불어넣고 있다.

영문 초록

The Visegrad Group also known as the Visegrad Four or simply V4 is an alliance of four Central European states - Poland, Czech Republic, Slovakia and Hungary - for the purposes of furthering their European integration(EU) as well as advancing their military, economic and energy cooperation(NATO) with one another. The Group originated in a summit meeting of the heads of state or government of Poland, Czechoslovakia and Hungary held in the Hungarian castle town of Visegrád on 15 February 1991. The Czech Republic and Slovakia became members after the dissolution of Czechoslovakia in 1993. The Visegrad Group was consist only in Poland, the Czech Republic, Slovakia, Hungary country, because in that time the three countries have agreed to jointly issue which was the main goal of foreign policy and the real plan and potential was similar. From the first meeting between the three countries cooperative principles was established, especially in the issues of three countries expanding activities in the future, they promised to discuss and adjust each other and decided to cooperate and support each other in achieving the goals of every country on the international stage. However Visegrad triangular system was encountered more difficulties getting passed over time the initial excitement phase. Thus, from mid-1992 until 1997 Visegrad group was subjected to fragmentation and the entire period. But over the transition period in 1997, Visegrad Group has once again succeeded in return to the close partnership between four countries since 1999. Since joining NATO and the European Union Visegrad Group has proven that this may be another one of the pillars hold up Europe. 2015 current now after Visegrad Group was formed 25 years later, four Central-Eastern European countries is to bring new energy to Europe.
