국문 초록

해방 이후 한국의 자유주의 전개과정에 대해 살펴보려는 것이 이 글의 목적이다. 서구 자유주의는 절대왕정과 대결하는 과정에서 생겨났다. 한국 자유주의 역시 권위주의와 대결하는 과정에서 발달했다. 하지만 한국은 식민지와 분단이라는 특수한 역사적 경험을 지닌 나라이다. 따라서 한국의 자유주의는 민족주의와 반공의 강한 영향력에서 자유로울 수 없었다. 이 글은 서구와 한국 사이의 역사적 경험의 차이가 현대 한국에서의 자유주의 발전에 어떤 특정을 가져왔는가를 살펴보고자 한다. 우선, 이 글은 자유주의를 정치적 차원(국가 권력으로부터 개인의 기본권이 얼마나 확보되는가)과 경제적 차원(국가가 시장에 어느 정도 개입하는가)으로 나누고, 서구와 한국에서 각각이 전개되는 과정을 고찰할 것이다. 둘째, 이 글은 한국 자유주의의 특징의 하나로 헌법규범과 헌법현실 사이의 괴리현상에 주목하고 한국 자유주의의 전개과정을 그것이 극복과 관련시켜 살펴볼 것이다. 셋째, 권위주의 시대 한국의 집권세력과 반대세력은 차별성 못지않게 집단주의적이라는 점에서 유사성을 지니고 있었다. 이러한 공통점은 민주화 이후까지, 특히 반대세력이 권력을 잡아 새로운 집권세력으로 변한 후까지도 영향을 미쳐 오늘날 한국의 자유주의를 여전히 완성되지 못한 숙제로 남기고 있음을 이 글은 보여주고자 한다.

영문 초록

The purpose of the paper is to examine how liberalism has been introduced and developed in Korea after liberation. Liberalism emerged in struggle to limit the power abuse of the absolute king in western world. Liberalism has also been grown in struggle with the authoritarian regimes in Korea. However, Korea has its own, historically particular experiences such as being dominated by Japanese colonialism and division of fatherland between South and North Korea. Therefore, Korean liberalism has had to be much influenced by nationalism and anti-communism. This paper would like to examine how the differences of historical experiences between western world and Korea have influenced on the making of the characteristics of Korean liberalism. Firstly, this paper divides liberalism into political dimension (how much the basic right of the individual can be secured from the state power) and economic dimension (how much the state intervenes into the market), and will examine how each dimension has been developed. Secondly, this paper will examine the development process of Korean liberalism with relation to the discrepancy between the constitutional norms and the constitutional reality which is one of the important characteristics of Korean liberalism. Thirdly, there were similarities as well as differences between the ruling and the opposition group in Korea under the authoritarian regimes. These commonalities, collectivist characteristics, have continuously had an impact on the newly emerging ruling group which was transformed from the past opposition group after democratization, especially after the emergence of DJ regime. As a result, this paper argues, liberalism still remains an unfinished project in Korea.
