북ㆍ미관계의 개선 전망에 따른 한반도 평화체제 구축의 예상경로

국문 초록

북한 핵문제 해결을 위한 6자회담의 ‘2ㆍ13 합의’가 성사된 이후 북ㆍ미관계 개선의 가능성이 급부상하는 동시에 한반도 평화체제 구축에 대한 기대가 한층 높아지고 있다. 합의의 실천과정은 우여곡절을 거치면서 진행되고 있다. 핵불능화 작업은 어느 정도 성과를 거두었지만, 북한 핵프로그램의 완전한 신고문제가 북핵문제해결은 물론이고 북ㆍ미관계 개선과 한반도 평화체제 구축의 진전을 빙해하고 있다. 현재 북핵문제를 둘러싸고 펼쳐지는 북ㆍ미협상은 ‘설득게임’ 의 모델을 통해 잘 설명될 수 있다. 그러므로 본 논문은 설득게임을 빌어 북ㆍ미관계 개선을 전망하고, 이에 따라 예상되는 한반도 평화체제 구축의 경로를 찾고자 한다. 논리적 설명을 위해 먼저 다양하게 이해되고 있는 한반도 평화체제의 개념을 정리하고, 평화체제 구축에 필요한 조건과 과제를 제시한다. 그러할 때 북ㆍ미관계 개선이 평화체제 구축과정의 동력으로 어떻게 작용할 것인지를 보다 구체적으로 그려볼 수 있기 때문이다.

영문 초록

While improvement of the US-North Korean relationships has been expected since the agreement at the Six-Party Talks on 13. Feb. 2007, we are hoping for construction of a peace regime on the Korean peninsular ever than before. The process of carrying the agreement into practice is going on with many complications: The disablement of North Korea’s nuclear facilities has started smoothly and might be carried out sooner or later, but North Korea has not yet met its commitment of a complete and correct declaration of its nuclear programs. The retardation of the process is disturbing not only the improvement of the US-North Korean relationships but also the construction of a peace regime in time. The US-North Korean negotiations on the North Korean nuclear programs could be well explained by the ‘suasion game’ - model. Therefore I try to searching for prospects of the US-North Korean relationships on the ground of ‘suasion game’ as well as the presumed courses of constructing a peace regime. For the purpose of logical explanation the diverse concepts of a peace regime on the Korean peninsular, its conditions and tasks are summarized at the part of introduction. Then it could be easier to understand the impacts of improvement of the US-North Korean relationships on the construction of a peace regime on the Korean peninsular.
