영일동맹 결성과 러일전쟁의 외교사적 분석

국문 초록

영일동맹과 러일전쟁은 영국과 러시아간 세력균형이라는 국제적인 틀 속에서 그리고 지역적으로는 러시아와 일본이 만주와 조선에 대한 이권을 추구하는 과정에서 발생했다 러시아가 만주에 진출하자 일본은 러시아를 위협으로 인식했으며 영국도 동아시아에서 러시아의 남진을 견제해야 할 필요성을 느끼고 고립정책을 이탈하여 일본과 동맹을 모색했다. 영일동맹은 러일대립에서 프랑스와 독일이 개업하지 못하도록 만들어 일본에게 유리한 전략환경을 조성시켰으며 이것은 일본에게 강경한 엽장을 고수하도록 만들었다. 일본의 강경자세는 러시아와 타협보다는 충돌을 촉진시켰고 결국 일본이 러시아를 선제 기습공격을 했다는 점에서 영일동맹은 러일전쟁을 촉발시킨 원인에 해당한다. 영일동맹은 러일전쟁에서 일본이 러시아를 압도할 수 있도록 전력증강, 특히 최신예 함정 구입에 직접 적인 도움을 주었으며 영국의 지원을 통해 확보된 군함들은 일본해군이 극동에서 해군력 우세를 달성할 수 있게 해주었다. 이러한 해군력 우세를 바탕으로 해상에서 러시아에 대한 선제 기습공격을 감행하고 여순항을 봉쇄하여 제해권을 확보했으며 일본이 쓰시마해전에서 결정적인 승리를 할 수 있었다.

영문 초록

At the end of the 19th century Great Britain, alarmed by Russian influence over Central Asia and the Far East, parted from its isolation policy and extended friendly gesture to Japan which was eager to eliminate Russian influence from Manchuria and Korea. Japan had common interests with Great Britain in the Far East to prevent Russia from expanding southward. Russian policy of southward expansion was fatally threatening the interests of Great Britain and Japan in Manchuria and Korea. As result of such situation, Japan approached Britain and signed an alliance with Great Britain in 1902. Throughout the defensive alliance with Great Britain, Japan made France as well as Germany declare a neutral position against Russia which kept the relationship of the Demand of Tripartite. Anglo-Japanese alliance thus made a strategic environment favorable to Japan and encouraged Japan to take a firm attitude toward Russia in dealing with Manchuria and Korea. Japanese tough stand caused her to make a surprise attack on Russia. In this context, Anglo-Japanese alliance finally contributed to Russo-Japanese war. Great Britain gave numerous aides to Japan during Russo-Japanese war. Great Britain supported the reinforcement of the Japanese naval forces positively which was a critical element to maintain the command of the sea in the Northeast Asia and defeat Russian Baltic Fleets in the battle of Tsushima.
