국문 초록

탈냉전기 국제정치적 맥락 및 한국정치변화는 한일관계의 역학을 바꾸고 있다. 반공과 반일이 국가정체성의 근원이었던 한국민족주의는 냉전기 일본과의 상부로부터의 타협에 의해 굴절된 반일 민족주의를 경험하였다. 그러나, 냉전 종식 이후 북한과의 공존과 협력을 내세우는 진보적 민족주의가 전면에 등장하였고, 이들 진보세력의 목소리가 전면에 대두되는 결과를 가져왔다. 그러나, 한국이 과거사문제를 지렛대로 일본을 정치적으로 자극한다는 통념과는 달리 역대 정권들은 정권 초기 한일관계 개선을 위한 조치를 취하였다. 한일 양국간 갈등의 쟁점화는 한국의 자극에 대한 일본의 반응에 의해 이루어지기 보다는,1990년대 이후 성장한 일본의 신보 수세력에 의한 발언과 행동이 한국을 자극하고 이에 한국이 대응하는 형태로 변화되었다. 그렇다고 해서 한국의 대응이 소극적이거나 미온적이었다는 것은 아니며 오히려 시민사회의 움직임을 배경으로 더욱 조직적이 고체계적인 대응이 이루어지고 있다. 이러한 가운데 한일관계는 대중적 레벨에서는 화해와 교류의 기운이 성장하는데 반해, 정치권을 중심으로 갈등의 요소를 내포하고 있는 이중적 전개가 나타나고 있다.

영문 초록

Changes in the international political situation and domestic political change in the post cold war era transformed the dynamics of Korea-Japan relations. Korean nationalism, long been founded on anti-communism and anti-Japanese sentiment, was twisted by the compromise with Japan from the top leadership during the cold war period. After the end of the cold war, Korean national identity was redefined in a way that Korea pursues coexistence and cooperation with North Korea. This progressive nationalism emerged on surface, which downgraded the relevance of Japan affairs as a second priority. As a result, unlike the conventional wisdom that Korea is using history issue as a leverage against Japan for political manipulation, Korean governments, without exceptions, put forward cooperative agendas in the beginning of the regime. It has often been the case that Japanese neo-conservatives’ actions and comments, which contain fundamentalist elements, gave stimulus to the dormant Korean anti-Japanese sentiments. Thus, it is Japan that takes the initiative in history-related conflicts between Korea and Japan. Korea was rather responsive and reactive to the Japanese move. This does not mean that Korean response was passive or timid. Because of the rise of progressive domestic social forces inKorea, Korean response became more intense, organized and systematic. This new trend suggests that there is a dual development of Korea-Japan relations. On the one hand, there is a massive exchange of cultural and human resources between Korea and Japan. But on the other hand, potential conflicts are lurking to find a chance to be politically manipulated by populist leaders in both countries.
