국문 초록

공정한 사회에 대한 관심 속에, 군가산점 재도입 문제가 제기되고 있다. 공정한 사회는 자유와 평등을 옹호하며 행복과 좋은 삶을 추구한다. 이 방식에 따라 정책을 결정해야 하며 군복무 문제도 마찬가지이다. 징병제 한국사회에서는 병역의무가 강조되며, 모병제인 미국과 캐나다는 물론 징병제인 독일과 대만 등 어느 국가와도 비교 할 수 없는 열악한 군복무 조건을 유지하고 있다. 군복무는 인권과 어떤 의미를 갖는가? 보편적 인권은, 모든 인간은 가치가 있으며 따라서 평등성이 특징이며 특권개념과 완전히 반대된다. 공정한 법은 개인이나 국가의 일방적 이익에 좌우 될 수 없다. 공정한 사회를 위해 청년들에게“당신은 국가에 헌신하고, 조국은 당신에게 보답한다.”고 말할 때가 되었다. 군 복무 같은 중요한 국가문제에서 불평등이 심화되면 애국심을 약화시킨다. 군복무 이행에 대한 다양한 보상의 필요성은 이미 형성되어 있으며 군가산점제는 그 상징성에 주목하는 것이다. 군가산점의 범위는, 복무기간의 유동성과 복무시간의 차이를 적용해 공정하게 부여해야 한다.

영문 초록

Concern regarding the justice of society, the issue of re-introducing the incentives system for military service has been proposed. The justice of society advocates freedom and equality and pursues happiness and good life. Policy and issue on military service need to be decided based on this norm. Korea, which adopts conscription, emphasizes the duty of military service. However, Korea’s military system has the worst conditions compared to other countries which adopt conscription, not to mention countries with a volunteer military system. What is the meaning of military service related to human rights? Universal human rights argue that every single human has value and is characterized equally. The impartial law should not be depending on either a country or an individual. In order to pursue the justice of society, it is time to say “you devote yourself to the country and the country rewards you for your loyalty” to the younger generation. If military service deepens the inequality problem, it would work to deteriorate patriotism. Fortunately, it is well acknowledged that a reward is needed for participation in the military service in Korea society. Thus, we focus on the symbolism of the incentives system for military service. This article argues that the range of the incentives system for military service should reflect the total years of military service and differences on work time per day of military service. Specifically, it suggests an incentive point for a private=work period (total month)/10 incentives point, and for a Public Interest Service Personnel (an alternate service that can be performed instead of normal military service)= private/3.
