국문 초록

이 연구에서는 과학수사제도의 운영실태를 살펴보고 문제점을 파악한 다음 해외 선진국의 사례를 통해 이를 해결할 수 있는 대안을 제시하고자 하였다. 그 결과, 과학수사요원 제도에 있어서 가장 문제가 되는 것이 인력의 부족과 전문성의 강화, 과학수사기법의 정립이었다. 그리고 이에 대한 대안을 제시하기 위해 일본, 미국, 캐나다의 과학수사요원제도를 살펴보았다. 그래서 첫번째로 과학수사요원의 인력부족을 해결하기 위해서 과학수사요원 제도의 방향성 설정과 승진ㆍ보수체계의 재고를 제시하였다. 현재 우리나라의 과학수사체계는 현장감식과 증거분석 영역이 명확하게 구분이 되어 있지 않고 있다. 그래서 일본, 미국, 캐나다의 사례와 같이 요구되는 전문성에 따라 현장감식과 증거분석의 영역을 분류할 것을 제안하였다. 그리고 승진과 보수체계의 재고를 통해 과학수사요원 지원의 동기를 강화해야 한다. 그래서 확실한 방향성을 가지고 인력충원이 이루어져야 한다. 두 번째로는 전문성의 강화를 위해서는 전공자들을 선발하는 외부특채를 적극 활용해야 한다고 하였다. 해외 선진국의 사례처럼 전문성의 영역에 따라 업무를 분류하여 증거분석 업무는 과학 관련 전공자들을 선발하는 것이 전문성 강화에 유리할 것이다. 세 번째로 과학수사기법의 정립을 주장하였다. 발전하는 범죄에 대응하기 위해 과학수사관리관실의 체계에 연구개발부서를 설립하여 전문적인 과학수사기법을 발전시켜야 한다.

영문 초록

The research was designed to examine the operational status of the scientific investigation system, identify problems, and suggest alternatives that could be addressed through the examples of advanced countries. As a result, the most problematic aspect of the scientific investigation system was the lack of manpower, the strengthening of expertise and the establishment of scientific investigation techniques. We looked at the Japanese, U.S. and Canadian scientific investigation systems to provide an alternative. Therefore, the first step was to set the direction of the scientific investigation system and provide the inventory of promotion and repair system in order to solve the shortage of scientific investigation personnel. Currently, the nation s scientific investigation system is not clearly divided between field monitoring and evidence analysis. Therefore, it proposed to categorize areas of on-site monitoring and evidence analysis according to the expertise required, such as those of Japan, the United States and Canada. Then, through promotion and reconsideration of the conservative system, the motivation for supporting scientific investigators was strengthened. Second, to enhance professionalism, we should actively utilize external specialties that select majors. As in the case of advanced countries overseas, it would be advantageous to select scientific-related majors by classifying tasks according to the area of expertise. Thirdly, he called for the establishment of scientific investigation techniques. In order to cope with developing crimes, a research and development department should be established in the system of the Office of Scientific Investigation to develop a professional scientific investigation technique.
