국문 초록

본 연구는 방화가 단순화재나 범죄가 아닌 사회적 재난으로 변화될 수 있다는 가능성을 염두에 둔 시론적 접근이다. 방화로 인한 화재는 피해발생을 유발한우리는 잠재적 피해자가 될 수 있는 일반 시민을 대상으로 한 예방과 대비 방안 마련을 통하여 빠른 대응이 필요하다. 첫째, 방화 가능성에 대한 사전 대비와 점검을 강화하여야 한다. 둘째, 방화에 대한 사회적 인식의 변화와 사건에 대한 분석 체계 확립이 필요하다. 셋째, 기관 간의 협조 및 방화 대비 전담기구 마련이 필요하다. 넷째, 대상 및 지역 특성을 중심으로 한 방화심리 및 예방교육이 실시되어야 한다. 무엇보다 지역사회 기관들의 협조 체제 구축과 방화 전담기관을 신설하는 등 방화에 대비하기 위한 인력의 양성이 중요하며, 이는 소방인력의 증진뿐만 아니라 방화 및 화재에 대한 심리적 특성을 이해할 수 있는 전문인력의 확충이 필요하다. 이는 차후 방화 관리에 이용될 수 있으며, 정확한 수사 결과를 토대로 한 통계를 통해 방화 위험에 대한 사회적 공감대를 형성시킬 수 있다.

영문 초록

This study is a neoliberal approach with the possibility that arson can be transformed into a social disaster instead of a simple fire or crime. Fire caused by fire may cause damage. We need quick response through prevention and preparation of countermeasures for ordinary citizens who may be potential victims. First, the preliminary preparation and inspection of the possibility of fire should be strengthened. Second, it is necessary to establish a system of analysis of events and changes in social awareness of fire. Third, it is necessary to establish a dedicated organization for cooperation and fire prevention. Fourth, fire prevention psychology and prevention education should be carried out based on the characteristics of the target and the region. First of all, it is important to cultivate human resources to prepare for arson, such as building a cooperative system of local social organizations and establishing an exclusive fire prevention agency. It is also important to develop professional personnel who can understand the psychological characteristics of fire and fire Expansion is necessary. This can be used for future fire management and social consensus on fire risk can be formed through statistics based on accurate investigation results.
